Overview
The Guard Supervisor reports to the Site Manager and is responsible for supervision and execution of security services supporting the U.S. Army in Subic Bay, Philippines under the LOGCAP V contract. Contract support services provide U.S. Army operational project (OPROJ) capabilities in response to Humanitarian Assistance / Disaster Relief (HA/DR) events, as well as supporting execution of annual exercises through the storage of non-lethal stocks, exercise materiel, and equipment in the Philippines. Directly responsible as the functional subject matter expert (SME) in physical security and access control operational matters, to include detailed instructions and procedures for unarmed Contractor Guards supporting work objectives in the performance of routine, repetitive, and standardized tasks. This position will provide administration and supervision of physical security and access control requirements within the operational footprint. Additionally, facilitating security and communications equipment requirements and coordinating and scheduling fluctuating manning requirements. Supports coordination, training, implementation, testing, and validation of security action plans and unarmed Contractor Guards. Establishes and implements physical protection requirements for Employees within their control. Provides functional supervision ensuring compliance with Contract security requirements.

Supervises and directs physical security measures necessary for the protection of designated areas of responsibility, as well as supporting direct hire Employees and Subcontractors.
Uses good judgment and available information in order to resolve issues and remains objective at all times when listening to conflicting perspectives.
Demonstrates professionalism, handles stressful situations, and provides a high level of Customer service in a calm and professional manner.
Maintains an effective working relationship at all levels of the organization, as well as with Client personnel.
Reports any violations of on-duty conduct beyond his/her control to Site Manager.
Ensures Employee performance evaluations are prepared professionally and submitted in a timely fashion to facilitate retention of quality personnel.
Ensures Employee time sheets are complete and accurate before submission.
Ensures operational performance of staff is compliant with established safety policies and regulations.
Reviews duty schedules to ensure proper manning of security posts.
Reviews and manages Employee vacation and sick time requests to ensure full coverage of all security post requirements.
Develops and implements Standard Operating Procedures (SOP's) for accomplishment of daily tasks and inspects personnel and security posts to ensure established procedures are being followed.
Ensures accurate and current registration of all vehicles requiring routine access of the areas of responsibilities is maintained.
Ensures entry and exit control logs and other required documentation are completed properly.
Reviews existing procedures and if necessary, develops Emergency Response/Battle Drill procedures.
Develops, validates, and updates Emergency Action Plans.
Develops training curriculum to ensure security personnel meets or exceeds contract requirements.
Conducts security awareness and education sessions as required.
Ensures inventory of Government Issued Equipment is completed on a monthly basis.
Performs other duties and assignments as required.
Materials & Equipment Directly Used:
Operating knowledge of and experience with personal computers and peripherals, and typical office equipment such as telephones, copier, fax machine, Email, etc. required.
Working Environment:
Duties will involve the conduct of work in the outdoors with a potential exposure to extreme climatic conditions including frequent dust storms, and high temperatures – up to 130F degrees in the summer months, as well as extreme cold areas of the world such as the Korean peninsula. Potential exposure to chemical or biological agents could exist. Employee use of Personal Protective Equipment (PPE) in certain areas is required. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published Company work rules.
Physical Requirements:
Work may require heavy lifting, climbing, prolonged standing, prolonged sitting and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
Qualifications
Minimum Qualifications:
High school diploma or equivalent required.
Prior Military training in physical security operations, with a working knowledge of information security, industrial security, personnel force protection, and physical protection
Must be able to obtain and maintain successful NAC-I background investigation to obtain a Common Access Card (CAC).
Ability to acquire U.S. Passport within 30 days of hiring.
Experience:
Minimum 3 years of relevant experience in a supervisory position supporting security operations, with Military security operational experience desirable.
Skills:
Must be computer literate and proficient in Microsoft Office Application Software.
Must have proof of U.S. Citizenship and a valid state driver’s license and must be eligible for access throughout the project geographic scope.
Project management skills needed to manage resources, schedules, and costs.
Must read, write and speak English.
