Job description
The Country Security Manager is responsible for overseeing the day-to-day security management of all organization premises and project sites, ensuring permanent control and assessment of the country's security situation, by referring and reviewing implementing the organization's technical safety management guides and protocols. He / She will also advise the Country Director and the senior management team on all safety and security issues and provide appropriate training and security support.
Missions: Guarantee the safety, security and integrity of organization employees, equipment, premises and programs in the country, in particular through constant vigilance and anticipation of security risks, by developing and strengthening procedures and rules for mitigating specific risks context, ensuring MOSS compliance of all premises, preparing and updating evacuation and emergency plans and providing appropriate safety training to all staff.

1. Department management
Oversee the recruitment and selection of qualified national field security staff, make recommendations on promotions, disciplinary actions and employee dismissals by consulting the Country Director
Supervise and control the national security officers, key points, guards and drivers.
Make frequent visits to organization premises to carry out performance evaluations and provide constant support to the security team.
Maintain open lines of communication with all field staff.

2. Context and risk analysis:
Develop and regularly update the country's security data (including the socio-economic, political and / or military situation, the level of crime, the nature of the ongoing conflicts and the climatic, seismic and epidemic risks of the country).
Follow major events and developments in the country
Analyze and locate local stakeholders
Develop analyzes on security trends
Ensure that the internal incident monitoring system is used correctly: create a database of security incidents and perform incident mapping and analysis.
Complete and regularly update the Risk Analytical Matrix (threat, probability, impact, level of vulnerability, level of risk)
Carry out safety surveys of new organization intervention areas in phase C

3. Development and updating of Country Security plans, SOPs and emergency plans
Develop and regularly update the Country Security Plan (CSP) for validation by the Country Director and approval by the HQ
Recommend changes in the Country Security Plan to the Country Director and the HQ Security department
Draft Standard Operating Procedures (SOPs) adapted to the local context
Prepare and regularly update the evacuation and emergency plans for the capital and support the Zone Coordinators in the development of the evacuation and emergency plans for the zones.
Prepare for evacuations and emergencies (check emergency kits, first aid kits, etc.).
Build and test a security communication tree (warden system), emergency radio network, and providing emergency supplies for field workers.

4. Daily safety management
Coordinate and control security activities to ensure that safety and security rules and procedures are implemented.
Ensure that all field staff are fully aware of security threats and fully informed on the means to reduce their vulnerability to these threats.
Monitor the level of security preparedness of country staff and strengthen compliance with SOPs and internal security rules, ensuring that they are known and understood by all staff.
Organize and control the implementation of risk mitigation measures and safety rules in accordance with the local context.
Ensure compliance with Minimum Operating Safety Standards (MOSS) and develop action plans for improving safety
Carry out security investigations of the new organization premises, guarantee a standard level of protection of the premises and supervise the guards.
Ensure that the missions have adapted their means of communication, and guarantee maintenance to support the Country Logistics team. Ensure constant updating of the emergency contact list and timely issuance of identity cards.
Guarantee an adequate level of preparation before trips to the field, ensure that the means of transport are suitable, guarantee the maintenance of the fleet, and establish travel rules adapted to the local context to support the logistics team in the country. Ensure the operational follow-up of movements.
Ensure logistical follow-up and a maintenance schedule for vehicles.
Lead the security investigation missions before the deployment of employees in the new areas and ensure that the minimum security standards are in place before their installation
Support and participate in the evaluation of missions in phase C or D zones.

5. Crisis management
Adapt crisis management protocols to the local situation
Act as a key member of the crisis management team so that security policies and procedures are implemented.

6. Reporting
Ensure that the weekly / monthly safety reports are completed and sent to the HQ, provide regular updates of all situation and safety developments including the investigation of security incidents.
Produce real-time incident reports (using form SEC-03)
Send the updated TITANICs every month to the Country Director and the HQ security department.

7. Training and briefing
Provide safety briefings for any new international employee arriving in the country.
Build safety training modules to be validated by the Country Director and the HQ.
Determine training needs for security employees
Train national employees to develop their awareness of risks and sense of responsibility
Conduct all employee safety training which is mandatory (HEAT, training for drivers and guards, evacuation drills, fire safety, etc.).
Conduct surveys and retain the lessons learned to integrate them into the training of future staff.

8. Develop and maintain a security network
Actively participate in weekly and monthly coordination meetings.
Create an information network in the country, identifying key informants.
Build strong professional relationships with UN agencies, local authorities, other NGOs (local and international), and other relevant actors.

9. Guarantee external representation
Participate in security coordination meetings and keep the Country Director and HQ informed of ongoing security issues.
Contribute to strengthening a positive image and especially the credibility of the organization, in particular through the application of the code of conduct, values ​​, and policies of the organization, taking into account internal and external stakeholders.

Qualifications and skills required
At least 2-3 years of field experience in unstable areas; preferably in Africa, Asia or the Middle East.
Substantial experience in security procedures and management.
Established communication and organizational skills.
Ability to train, mobilize and manage national and international teams. Flexibility and ability to work under pressure.
Ability to work in an unstable and changing environment.
Be prepared to work and live in remote areas under simple conditions.
Ability to be creative and independent, in the field and in the office.

Terms & Conditions
Salary defined by the organization salary scale according to the level of studies, expertise, level of security and level of experience
Living allowance of 300 USD
Accommodation and food paid for by organization: guesthouse accommodation or housing allowance (depending on the length of the contract and the country)
Round-trip plane tickets and Visa supported by the organization.
