Senior Advisor, Directorate of Logistics Operations (DLO) Weapons & Ammunition

Job Summary

Operational Sustainment aims to sustain the Afghan Force through effective facilities management, maintenance, and medical and logistics systems. Current sustainment processes lack uniformity across echelons and between MoI/ANP and MoD/ANA. Areas for improvement include capturing demands, managing assets, and management reporting and decision-making. Success for the Operational Sustainment Branch is achieved when ASI/ANDSF have institutionalized a management culture based on proper stewardship and husbandry of capability.


Principal Accountabilities

Advise and assist ANDSF weapons and ammunition supply point personnel, on weapons and ammunition management, receipt, storage, warehousing, issue, and shipping when the security situation allows.

Advise and assist the MoD Material Management Center on maintaining accountable records.

Advise and assist assigned ANDSF personnel on Storage Compatibility criteria and Net Explosive Weight limits, how to conduct weapons and ammunition inventories and all aspects of weapons and ammunition storage procedures.

Advise and assist ANDSF personnel to establish initial accountability of all weapons and ammunition issued to ANDSF from existing SAO FMS case files and property issue records held by SAO.

Advise and assist in transferring weapons and ammunition directly from the National Stock Record Account to the gaining ANDSF organizational property book. This shall be done in part by establishing initial accountability of weapons and ammunition and then the status of these transfers shall be audited monthly in order maintain accountability.

Advise and assist ANDSF Weapons and ammunition Supply Point personnel, to include advising on weapons and ammunition management, forecasting, receipt, storage, warehousing, issue, and shipping.

Advise and assist ANDSF in validating (monthly) information for accuracy, as part of the overall weapons and ammunition supply system.

Assist ANDSF to develop and implement demand planning processes and procedures for weapons and ammunition supply points at the National and Corps/Zone level.

Assist in the development of weapons and ammunition requirements and a 5-year support plan for the ANDSF.

Perform other duties as assigned.


Knowledge & Skills

At least 6 months experience providing security assistance to Iraq or Afghanistan.
Interpersonal communication, influence, and interaction skills that are effective in a complex strategic environment.
Creative problem-solving skills.
Ability to work independently and as part of a team, with harmony and tact in a cramped, austere, combat environment.
Automated data processing knowledge possesses working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
Proficiency in Microsoft Suite Applications (i.e., Power Point, Word, and Excel).


Experience & Education

Master’s degree in any field.
6 years’ experience in military sustainment operations.
Expeditionary Military Logistics management experience of 4 years. Multiple theaters experience welcomed.
Understanding of and experience with military logistics and sustainment programs, classes and experience from the Defense Acquisition University in Program Management, Systems Acquisition and/or Life
Cycle Management a plus.
Ability to effectively communicate the results of studies and analyses to sponsoring senior Coalition and ANDSF officials through written reports, briefings, and oral presentations.
Strong analytical skills using appropriate quantitative and qualitative tools and methods.
Possess advanced MS Excel, Word, and PowerPoint skills.
Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.


Physical Requirements/Working Environment

Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan

Travel

Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
