Tasks and Responsibilities
As Regional Security Officer, you will maintain the security management system in one of the assigned hazardous region of Luhansk. Under the guidance and direction of the Chief of Mission Security, you will be responsible for advising on all aspects of security for your respective offices and operations, and for managing operational aspects of security. You will ensure that appropriate security measures are implemented and will manage security issues on a day-to-day basis.
During critical incidents at a respective location and/or area of operation, you will maintain contact with the Chief of Mission Security and/or Deputy Chief of Mission Security in order to keep her/him informed about the developments. You are directly responsible for liaising and maintaining permanent contacts with local police authorities as well as providers of security services, including de facto authorities in non-governmental controlled areas. You will receive analyses and evaluate a broad spectrum of security-related information, and draft and maintain security related guidance documents.

As Regional Security Officer, you will be responsible for the entire region of responsibility that is covered by an SMM Monitoring Team (MT), which includes around 450 staff (planned to increase), 8-10 permanent bases (including the Hub locations and the Subordinated Forward Patrol Bases (FPB), permanent Disengagement Areas (DA), permanent Entry and Exit Crossing Points (EECP), take-off and landing sites for the SMM Unmanned Arial Vehicles (UAV), and CCTV camera sites.

More specifically, as Regional Security Officer, you will be responsible for the following:

Leading and managing the security system in the assigned area of responsibility (AoR) which includes ensuring the conduct of permanent assessment of the security situation in the active armed conflict in Eastern Ukraine;
Gathering security threat information and conducting proper analyses; timely conducting of the Security Risk Assessments (SRA) in the region in order to identify the existing threats and risks to SMM staff on the ground;
Recommending on proper risk mitigation measures to the Team Leader; ensuring that SMM security policies, plans, and procedures are strictly followed by all staff members, and ensuring proper response in emergency situations;
Providing advice and recommendations to the Monitoring Team Leader on all aspects of safety and security; providing timely and effective support on issues that may have an impact on MT safety and security;
Developing regional specific security plans, procedures, and instructions and ensuring that they are firmly implemented in the entire region under responsibility, based on the Chief of Mission Security guidance and Mission security polices;
Submitting timely security reports to the Chief of Mission Security and ensuring that security upgrades and enhancements in the respective AoR are implemented;
Ensuring preparations for emergency situations and incident response are up to date in all permanent bases of the assigned region;
Participating in inter-agency security network at the regional level, co-operating with representatives of other international organizations and NGOs in the AoR in dealing with common security issues;
Liaising with relevant host government security services as well as de facto security providers in areas not controlled by the Ukrainian Government in order to gain support for security provision to the SMM personnel in the respective regional AoR;
Collaborating closely with the regional Operations and other functional sections at the Monitoring Team level in order to ensure that all operations and activities in the region are conducted in a safe way;
Performing other related duties as required.

Necessary Qualifications


Citizenship of an OSCE participating State, excluding the citizenship of Ukraine;
First-level university degree in security studies, risk, disaster or emergency management, social/political science, military science, public administration, law enforcement, law or related field;
Minimum of six years of progressively responsible experience in security or risk management, in a government, police, military, public or private sector context including at least two years at international level;
Knowledge, understanding and ability to manage security challenges in conflict environment;
Professional fluency in English, as well as Ukrainian and/or Russian language(s);
Possession of a valid automobile driving license and ability to drive using manual transmission;
Possession of a valid automobile Class 'C' driving license and ability to drive a 4x4 vehicle using manual transmission is desirable;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
Ability to operate Windows applications including word processing and email.

Remuneration Package
Monthly remuneration subject to social security deductions is about USD 5,176 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
