We are presently identifying candidates for the following position: Part-Time K9 Advisor – Specialist Advisor III (CARSI – El Salvador). This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in San Salvador, El Salvador on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles.

Requirements and responsibilities for this role are as follows:
Minimum Qualifications:
U.S. Citizen
Top Secret Security Clearance
Bachelor’s degree in criminal justice, police science, or other related field OR ten (10) years demonstrated experience working with border security, police, law enforcement or similar.
FSI level 3/3 Spanish, Level 4/4 English.
Competent verbal briefer in English and Spanish.
Fifteen (15) years demonstrated experience working with border security, police, law enforcement or similar. Five (5) years’ experience working with K9 units in a law enforcement capacity, preferably as a K9 instructor.
Two (2) years of experience working overseas in an Embassy environment or similar.
Demonstrated experience in partnership building among stakeholders.
Demonstrated communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Physically able to work and travel in the region, including to remote/rural areas.
Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics. Knowledge of U.S. government operational and programmatic issues.
Extensive work experience in communication and techniques, reporting, documentation, publication, and audio-visual material preparation.
Demonstrated excellent communication and interpersonal skills.
Proficient in Microsoft Office; able to work and report effectively from the field (telework).
Ability to work under time pressure in a high-tempo environment.
Duties and Responsibilities:
This position is located in San Salvador, El Salvador. Travel within El Salvador and to some international locations may be required.
This position is part-time (80% part-time - 32 hours per week)
This position requires a work plan.
Maintains open, timely, and effective communication with INL/El Salvador leadership, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
Receives tasks, assignments, and guidance from the INL director, INL deputy director, and designated team lead.
Perform site visits, including to remote locations, to verify project monitoring and evaluation to determine project effectiveness.
Conducts needs assessments and hands-on mentoring for the PNC’s K9 unit.
Based on assessments and expertise, develops, in conjunction with PNC leadership, a plan to broaden and increase the utility of the PNC K9 program.
Provides expertise related to the design and implementation of INL’s K9 support projects.
Provides expertise as it relates to developing innovative and evidence-based proposals to modernize the PNC's K9 program.
Assist INL to establish quality management systems within the police to ensure full functionality of K9 assets and processes.
Assists INL to provide basic, specialized, and continuing education as it relates to the K9 unit.
Enlists the cooperation of El Salvador Ministry of Justice and Public Security entities, Colombian Police advisors, and subject matter experts to strengthen the PNC K9 program.
Coordinates program development, implementation, and reporting with other Salvadoran entities and INL advisors/contractors throughout the region.
Ensures INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
Contributes to INL reports and prepare quarterly and annual progress reports on the projects assigned and corresponding budget execution.
Attends meetings with INL, U.S., and host government officials as requested, including regional working group meetings.
