FEDERATION HANDICAP INTERNATIONAL founded on July 19, 1982 aims to help people with disabilities or disabilities whatever their nature and cause, on national territory and in all regions of the globe . The organization conducts its actions without political, religious, sexual, racial or ethnic discrimination.
It works in strict neutrality and impartiality. Therefore, its responsibility is to think and act with a constant concern for quality, efficiency, respect for the individual and his social and cultural environment.
Humanité & Inclusion (new name of Handicap international) intervenes in Chad as part of projects to support the demining sector, risk education (unexploded ordnance, etc.), assistance to victims / disabled people and Integrated Education. 2. Framework of the mission
Funded by the European Union (EU), the project “Support for demining, development and social protection of vulnerable people” (hereafter abbreviated PRODECO) is a 4-year project which aims to contribute to regional stability and better management of migration, by addressing the root causes of instability, forced displacement of populations and irregular migration, by increasing economic opportunities, equality of opportunity, security and development of Chad.
More specifically, from September 2017 to September 2021, the PRODECO project aims to provide support for demining, social protection and the development of vulnerable people in northern Chad. This project is implemented in the provinces of Borkou, West Ennedi in the Lake Chad region and N'Djamena (capital).
The project targets a total of 74,200 beneficiaries through an integrated approach which includes 4 components which complement and reinforce each other:

 A component of action against mines, with demining activities, the depollution of the remains of explosives from war (ERW) and education on the risks posed by these mines and ERW;
 A support and capacity building component for the national demining authority in Chad, the National High Commission for Demining (HCND);
 A socio-economic development component, with personalized social support for very vulnerable households, vocational training, the development of income-generating activities,
 A support component for people with disabilities and victims of mines and ERW, and referral in a rehab center.
The PRODECO project is implemented by a Consortium of 4 international and national NGOs made up of Humanity and Inclusion (HI) as Leader of the Consortium, Mines Advisory Group (MAG), the Swiss Foundation for Demining France (FSD) and Secours Catholic and Development (SECADEV).
For its demining component, the project is implemented in close collaboration with the Chadian National High Commission for Demining (HCND) as the national mine action authority.
As Leader of the PRODECO Consortium, the general coordination of the project is ensured by HI.
As part of this project, a study is planned to assess the security issues in the contaminated area of Ouadi Doum. Indeed, located in the north of Chad in the Province of Ennedi Ouest, 70 km from Ounianga Kébir, its capital, the area of Wadi Doum is a hotbed of insecurity in the region.
Part of the area is currently the subject of increased marking and signage intended to prevent the intrusion of populations and livestock in search of pasture and of punctual pollution control within the framework of PRODECO.
Problem of the Ouadidoum area
At the end of the 1970s, the Ouadi Doum area housed the main air and logistics base of the Libyan forces which occupied all of northern Chad up to the 12th parallel. Its strategic position allowed it to control the axes of communication towards Libya and served as a launching base for air offensives that could reach the Chadian capital.
To protect this military base and its 3.8 km airstrip, the Libyan army had carried out massive mining of its perimeter. Thus, a mine fence about 47 km long and 120 m wide was erected all around the base. The surface area of the mined area estimated at approximately 5,600,000m².
Several demining initiatives of this protective belt were implemented at the end of the Chadian-Libyan conflict, but the task remains unfinished. Today, the area is still polluted by numerous underground or surface mines, which represents a permanent risk for the population and compromises local socio-economic development.
Between August 2019 and March 2020, three mapping missions by drones were carried out in the Ouadi Doum area. Aerial images have made it possible to better understand its extent and the nature of its contamination. Numerous lines of mines could be observed on the surface of the ground. A large number of them were probably exhumed following the winds, important in

the region. Others were probably abandoned by the Libyan armed forces even before having laid them following the capture of the Ouadi Doum base by the Chadian forces in January 1987.
Aerial images revealed the presence of both anti-landmines. -tank and anti-personnel mines.
Flying over the area at high altitude also made it possible to clearly identify the mine laying pattern. In view of the regularity of the laying, it is highly probable that these mines were laid using mechanical means.
3.1 The impact of the contamination of Ouadi Doum on the populations
The aerial images collected by the drone also revealed the large number of mine accidents that have occurred in the area. Many animal carcasses (mainly dromedaries) have indeed been spotted. Footsteps in the minefield also suggest that accidents involving people were narrowly avoided.
The situation worsened in January 2020 when several dozen animals from a herd were decimated in the area following a mine accident.
The socio-economic impact of the contamination of Ouadi Doum is significant in northern Chad. Indeed, if the vast area is only 35km east of the village, it is nonetheless a transit space for large transhumant herds from surrounding regions and neighboring countries. These herds represent an important source of income for breeders, a dromedary costs on average 700 euros. The loss of a dromedary is therefore a significant loss of financial resources for the population, hence the significant and worrying risks taken by the owners of herds to recover them when they enter this dangerous zone.
Human bones have also been observed. At this stage, there is nothing to determine whether the deceased were victims of mine accidents or of death caused by other events. 3.2 Impact on the security and geopolitical stability of North Chad and the Sahel
Beyond the socio-economic issues, the maps of the area have also made it possible to identify security issues related to the recovery of mines by individuals until then unidentified.
Indeed, in August 2019, the HI teams were able to observe vehicle wheel marks, footprints and the absence of a large number of mines on certain laying lines. In addition to confirming this observation, the aerial images have highlighted the extent of the phenomenon.
This observation warns about the consequences that the removal of these mines can have on the security situation in the country and in the Sahelian zone in general. Ouadi Doum is today a veritable "open-pit mine store", in an unstable part of Africa marked by the presence of various armed groups. An anti-tank mine can hold up to 6kg of explosives. The resale of these mines on the market can fuel the illegal trafficking of explosive substances and strengthen armed groups in the Sahelo-Saharan region. 4. Objectives, tasks and supervision of the consultancy
We wish, through this study, to highlight the security issues inherent in the Ouadi Doum area.

The objective of the study will be to analyze the causes and assess the extent of mine trafficking and its effect on security in the Sahel.
More specifically, this consultancy aims to answer the following questions:
Is the existence of large-scale trafficking in mines taken from Ouadi Doum proven and if so what are the proportions?
What factors (political, socio-economic, etc.) explain the illegal trafficking of mines in the area?
Who are the actors involved in this supposed illegal trafficking and what are their motivations?
Does the phenomenon transcend the borders of Chad?
What is the impact of the phenomenon on the security of the populations of Chad and the Sahel?
How is this illegal traffic organized?
Will demining the Ouadi Doum area help stabilize northern Chad from a security standpoint?

The total duration of the service is estimated at 35 days divided as follows:

Methodology
At the start of the contract, HI will send the available information to the consultant (project documents, reports, articles, etc.). These data will be provided in the form of a Word, Excel, PDF file…. On this basis, the consultant will have a better understanding of the PRODECO project.
The consultant will first have to carry out a literary review on security issues in northern Chad and the Sahel region in order to understand the actors at play and their interests.
The study will be based on a series of interviews with key security actors in northern Chad. The list of actors will be defined by the consultant working with HI. We can cite among others: The mission of the French army Barkhane, the Coordination of the National High Commission for Demining, the United Nations Department of Safety and Security (UNDSS), the G5 Sahel force, the State Major General of the Chadian Armed Forces, the command of the

Military Region, former combatants of the Chadian army who participated in the capture of Ouadi Doum, etc.
It should also be based on discussions with the local and customary administrative authorities of the province of Ennedi and the village of Ouadi Doum. Collaboration with a historian specializing in the contemporary history of Chad could be of precious help.
The methodology should be completed by the Consultant.
The implementation of the study will follow several stages under the exclusive responsibility of the consultant
Stage 1: Planning of the study;
Step 2: Documentary study;
Step 3: Development of data collection tools (preparation of the questionnaire (s));
Step 4: Collect the data;
Step 5: Analyze the results;
Step 6: Write the report.
The consultant will maintain constant exchanges with the North Zone Referent and the RVA Specialist for HI.
NB: The proposed schedule may need to be modified depending on the research needs and availability of both parties, while respecting the project deadline set at 03/31/2021.
NB: Given the irregularity of internal flights between N'Djamena and Faya Largeau, HI cannot guarantee with certainty that the consultant will travel by plane. In the absence of theft, the consultant will have to travel by car.
Expected deliverables
A research plan must be proposed and validated by HI. This document will explain the methodology, identify the resource people and the research deadlines.
A summary document of the literary review will be proposed and validated by HI. This document will provide an idea of the existing literature on security issues related to the study.
A study dissertation will be proposed and validated by HI. This final document will consolidate all of the research results and highlight the needs in the area. 7. Profile of the consultant and required qualifications
The consultant sought should have the following skills: a) Education:

Hold a Master's degree in one of the following fields: international relations, political science, peace studies and conflict resolution, international law, geopolitics. b) Experience: Have experience on security issues in Africa, conflict analysis, the proliferation of weapons in particular in Chad and more generally in the Sahel, of at least 5 years, within an NGO or IGO, United Nations agency, Think Tank or at the national level (administration) Have professional experience in Africa, in particular with national authorities (governmental and military) Have experience in studies and analyzes (mastery of the various existing methodologies, interpretation results, identify one or more issues, identify trends and draw conclusions…) Have excellent writing skills in French and excellent analytical skills. Have a good capacity for synthesis. Have excellent organizational and planning skills. c) Language Fluency in French required (spoken and written), practice of Arabic would be an asset. d) IT skills: Good command of research via specialized search engines for literature, Mastery of word processing software. Mastery of the pack Office. Working conditions in Chad, more specifically in northern Chad, are particularly difficult. The Consultant must be mentally prepared to work in a difficult environment and to face many hazards (road travel, camping in the desert, limited or non-existent internet connection, blackouts or even no current electricity, shared shower etc ...)
Distribution of roles and responsibilities
A. Sponsor: Humanity & Inclusion (HI)
 Selects and contracts the consultant
 Organizes briefing and debriefing meetings with the necessary staff;

 Provides the consultant with the documentation and information available within the organization, to start the production of the expected materials and the organization of the mission;
 Organize the trips of the consultant within the national territory;
 Checks the compliance of the deliverables with the required quality standards
B. The Consultant
 Defines the methodology and the detailed schedule of the study
 Produces and shares with HI the deliverables of the study
 Organizes accommodation (HI can facilitate if necessary)
 Book international plane tickets (if an international consultant)
 Undertake administrative procedures for the entry visa to Chad, if necessary
 Plan his necessary medical appointments before leaving on a mission (vaccines, Covid test if necessary etc ...)
 Take out his own repatriation insurance
Principles and Ethics
This activity must be carried out in accordance with the following considerations:
Incidents
If problems arise during the fieldwork, or at any other stage of the consultation, they must be immediately reported to Humanity & Inclusion in its capacity as contracting authority. If this is not done, the existence of such problems can in no way be used to justify the impossibility of obtaining the results foreseen in these terms of reference.
Intellectual property
The consultant assigns all rights to use the products given to the sponsor (Humanity & Inclusion) who will be the exclusive owner.
In the use of videos and other documents, the consultant is required to respect the intellectual property rights of the institutions and communities that produced them.
Ethics and Institutional Policies
HI affirms its determination to fight against the sexual exploitation, abuse and harassment of children and vulnerable adults benefiting from HI's intervention, or impacted by it, and to implement measures to reduce risk in its programs, with zero tolerance for such abuse and a victim-centered approach.
The service provider takes note of and undertakes to comply with our code of conduct and our institutional policies set out in the appendices attached to the service contract, the formal basis of this commitment.

Working conditions in Chad, more specifically in northern Chad, are particularly difficult. The Consultant must be mentally prepared to work in a difficult environment and to face many hazards (road travel, camping in the desert, limited or non-existent internet connection, blackouts or even no current electricity, shared shower etc ...)
Distribution of roles and responsibilities
A. Sponsor: Humanity & Inclusion (HI)
 Selects and contracts the consultant
 Organizes briefing and debriefing meetings with the necessary staff;

 Provides the consultant with the documentation and information available within the organization, to start the production of the expected materials and the organization of the mission;
 Organize the trips of the consultant within the national territory;
 Checks the compliance of the deliverables with the required quality standards
B. The Consultant
 Defines the methodology and the detailed schedule of the study
 Produces and shares with HI the deliverables of the study
 Organizes accommodation (HI can facilitate if necessary)
 Book international plane tickets (if an international consultant)
 Undertake administrative procedures for the entry visa to Chad, if necessary
 Plan his necessary medical appointments before leaving on a mission (vaccines, Covid test if necessary etc ...)
 Take out his own repatriation insurance
Principles and Ethics
This activity must be carried out in accordance with the following considerations:
Incidents
If problems arise during the fieldwork, or at any other stage of the consultation, they must be immediately reported to Humanity & Inclusion in its capacity as contracting authority. If this is not done, the existence of such problems can in no way be used to justify the impossibility of obtaining the results foreseen in these terms of reference.
Intellectual property
The consultant assigns all rights to use the products given to the sponsor (Humanity & Inclusion) who will be the exclusive owner.
In the use of videos and other documents, the consultant is required to respect the intellectual property rights of the institutions and communities that produced them.
Ethics and Institutional Policies
HI affirms its determination to fight against the sexual exploitation, abuse and harassment of children and vulnerable adults benefiting from HI's intervention, or impacted by it, and to implement measures to reduce risk in its programs, with zero tolerance for such abuse and a victim-centered approach.
The service provider takes note of and undertakes to comply with our code of conduct and our institutional policies set out in the appendices attached to the service contract, the formal basis of this commitment.
