The Site Manager Alternate will be based at Union III located adjacent to the U.S. Embassy in Baghdad, Iraq and serve the Site Manager in support of the U.S. Department of Defense. This is a management position based at Union III. The selected candidate will be responsible for managing the daily work assignments of functional and trades work crews as they perform operations and maintenance (O&M) work orders to meet the maintenance requirements for Union III. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.
DUTIES:
Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
Develop a comprehensive knowledge of:
OMSS/BliSS O&M contract and SOW
O&M Plan
Safety Plan
Quality Control Plan (QCP)
Emergency Action Plans
Develop a comprehensive knowledge of administrative and O&M tasks.
Become proficient in the analysis of CMMS work orders.
Direct and coordinate activities as directed to meet goals in terms of performance, objectives/standards, service delivery, quality, and customer satisfaction.
Prepare project specific plans and long range work schedules; delegate specific duties to assigned work crews.
Assist with the implementation of all formal policies and procedures governing site operations.
Inspect and evaluate the physical condition of the IZ sites in order to determine the type of work required in order for the facility to operate in the functional manner as called for in the SOW and related contract documents. Submit work order requests as required.
Able to evaluate the quality and effectiveness of all completed work orders and provide summary feedback both verbally and in writing to the IZ Site Manager.
Monitor system readiness, identify problem areas, and respond to mission requirements as they relate to contract requirements.
Direct and monitor the preventive maintenance program
Accept, process, coordinate, and assign projects and large task assignments
Control resources; monitor work crew proficiency, monitor assets; and coordinate the flow of information to and from O&M staff.
Prepare and submit detailed reports on work completed and on the status of the facility infrastructure systems projects for the Site Manager.
Perform additional duties as assigned.

Knowledge, Skills, and Abilities:
Experience: Extensive knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership, service delivery methods and coordination of people and resources.
Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
Cross-cultural sensitivity with an international perspective.
Excellent organizational and time management skills.
Computer skills, specifically in Microsoft Word and Excel.
Ability to become an active and functioning member of a team.
Ability to be innovative and be an agent for change.
Expert communication skills to facilitate and disseminate information.
Licenses and Certifications: Valid Drivers’ License from Home of Record.
Education: A High School degree or equivalent from an accredited school is required.
Security Vetting: Already possess a US Government issued Secret level security clearance or be able to obtain a US Government issued Secret level clearance prior to being hired is required for the position. Must maintain eligibility at the required clearance level for the duration of the contract.
Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
Citizenship: US Citizenship is required due to level of US government clearance required.
Medical: Successfully complete and pass the medical and dental examinations as required by PAE and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.
DESIRED:
Education beyond high school from a two year accredited institution or trade school, with an emphasis in Building and Mechanical Trades or Construction Management desired. A college or university degree with Management, Construction or Facilities emphasis a plus; verifiable experience managing multiple trades in a large institutional setting or managing construction projects will be considered in lieu of a degree.
Relevant overseas contract experience.
Experience working with PAE.

WORKING AND LIVING CONDITIONS:
This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
