Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is within the Security and Safety Section (SSS) of the United Nations Economic and Social Commission for Western Asia (ESCWA). Under the overall command of the Chief of Security and Safety Section, the Security Officer is required to perform armed security functions and reports directly to the Security Sergeant.

Responsibilities

Within limits of delegated authority, the Security Officer will be responsible for the following duties:

(1) Provide security coverage at entry points throughout the United Nations premises and at the annex buildings to prevent entry to unauthorized persons and the unauthorized removal of UN property;
(2) Screen all personnel, packages and vehicles entering the premises including clearance through metal detectors and by use of x-ray equipment;
(3) Conduct exterior, garage, garden and watch-tour patrols within the Headquarters district and at the annex buildings for the purpose of intercepting unauthorized persons attempting to gain entry to the premises;
(4) Provide information and directions to all persons associated with the Organization, including visitors;
(5) Control, identify and clear pedestrian and vehicular traffic entering and exiting the premises;
(6) Maintain log books and records as required;
(7) Maintain alertness for any potential or actual breach of security and any disturbance or unusual activity and report these and all security, fire, and safety violations to the Security Control Centre;
(8) Ensure that all UN property being carried from the complex is checked for appropriate documentation;
(9) Perform other related duties as assigned.

High school diploma or equivalent is required.

Work Experience

A minimum of two (2) years of relevant experience in Security or Civilian Police Service or a minimum of three (3) years of relevant military experience is required.


Languages

English and French are the working languages of the UN Secretariat. Arabic is also a working language of ESCWA. For this position, fluency in English is required. Fluency in Arabic is required.

Note: "Fluency" equals a rating of "fluent'' in all four areas (speak, read, write, and understand) and "Knowledge of"' equals a rating of "confident" in two of the four areas.

Assessment

Applicants meeting the requirements of the post will be invited to sit for written and practical tests.

Evaluation of qualified candidates will include a series of assessments including the following but not limited to:

1. a physical fitness assessment;
2. a written technical assessment;
3. a competency-based interview;
4. a psychological assessment;
5. a firearm test simulation;
6. a medical exam including toxicology test.

Candidates must pass each stage in order to progress to the next assessment to be considered for possible recruitment.

Special Notice

• Applicants should be between 22 and 35 years of age. Must be mentally and physically fit. All duties are performed in uniform. At times, however, the officer may be required to perform duties in civilian clothes. Duties may require long periods of standing, working evenings, overnights and on weekends. The officer is required to meet all UN firearms qualification standards. Computer skills, investigative skills, hazardous materials skills, close/personal protection skills are an asset.
• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
•This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance.
