Project Background:
The USAID-funded Mali Market Systems Activity, Sɛnɛ Sugu (“agricultural market” in Bambara), is a five - year project, starting in early 2021 and implemented by CNFA. Sene Sugu aims to empower private and public market actors across the market system in 46 communes in the Sikasso sub-zone to affect sustainable, systemic change. Sɛnɛ Sugu interventions will address constraints to and foster beneficial relationships across the market system, transforming it from fragmented and informal to vibrant, organized, and inclusive.

Duties and Responsibilities:

Working under the direct supervision of the Chief of Party (COP), and a dotted line reporting relationship with the Senior Director of Global Security and iclose coordination with CNFA’s Regional Safety and Security Manager, the Security Manager will be responsible for managing all of Sene Sugu’s safety and security systems. S/He will provide support and advice to the COP and other team members on safety and security issues. S/He also will assist program teams in incorporating security planning and awareness into program planning. Lastly, s/he will also be responsible for coordinating with the operations team on all logistics activities related to the project. The main duties of the Safety & Security Manager are:
Monitor the security environment in Mali and report findings to COP and the Deputy COP(DCOP) and CNFA’s Regional Security Manager and Senior Director of Global Security;
Report all Serious Incidents to COP, DCOP and Senior Director of Global Security;
Build the capacity of the safety and security focal point in the Sikasso office;
Participate in the selection of the security provider and monitor the technical aspects;
Be readily available at all times to the COP and field staff to advise on security developments;
Develop, review and ensure effective implementation of the CNFA Mali Security Management Plan; develop and maintain the incident management plan;
Develop networks and liaise with national and regional security actors (United Nations system, the U.S. Embassies, the European Union Representation, USAID security offices and/or Partner Liaison Security Offices (PLSOs), other implementing partners and NGOs) to gather and share information related to security issues that may impact CNFA operations;
Ensure adequate supply of necessary safety, security-related equipment at Bamako and Sikasso offices and international staff residence;
Ensure availability of all items needed in case of lockdown at the offices as well as international staff residence;
Ensure that relevant staff members understand and are able to use this equipment, including satellite phones, fire extinguishers, etc;
Conduct comprehensive security/risk assessment in potential new program/field sites, as necessary;
Work with the HR/Administrative Manager to develop and implement security orientation for new staff (international and national) and visitors;
Provide all in-country security and logistic support for staff and international visitors, including consultants in coordination with the operations team;
Adhere to all CNFA and USAID standard operating procedures; and
Any other task, assigned by the COP and DCOP.

Job Requirements


Key Qualifications:
A minimum of seven years of relevant, professional experience in roles with increasing levels of responsibility required, 10+ years preferred;
Experience supporting donor-funded projects is required, USAID experience preferred;
Extensive experience in setting up and managing safety and security systems and protocols and provide training to staff and partners;
Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies. Good context analysis skills;
Bachelor’s degree from an accredited university in relevant field; alternatively, senior military, police or non-governmental security experience;
Ability to write and speak English and French fluently is required; and
Deep understanding of the Mali context.
