About The Job:
This role has a country focus, to coordinate and support all aspects of DRC’s Access Strategy and the impact of access with regards to DRC’s operations. The role contributes to the management of the Safety Risk Management system (SRMS) for both DRC and DDG programmes within Afghanistan through mitigating risk of targeting and ensuring programme continuity. The role contributes to the development of humanitarian access related strategies at all levels of the country office, which are translated into action plans and day-to-day tasks. The role provides technical guidance and technical support on access to all relevant focal points. The role is also intended to provide support to the Country Safety Manager regarding strategic linkages between safety, security, and access.
Responsibilities:
The main duties relating to this position are as follows:
Implement and roll-out national level Access Strategy in collaboration with DRC and DDG program teams;
Work in partnership with the Country Safety Manager to sustain continuous contextual analysis by Area Offices and ensure humanitarian access is embedded in Safety Risk Management planning;
Travel regularly to field locations in Afghanistan and conduct access-related trainings with staff, while also ensuring that appropriate processes and awareness underpinning humanitarian access are in place. Produce training records and ensure further recommendations are compiled/submitted to the Senior Management Team (SMT);
Mentor and capacity build the program’s national Safety and Access focal points in all of DRC’s areas of operation, particularly with regards to Access;
Any other duties as requested by the CD.

Programme Continuity & Support:
Provide technical support and advice to the CD and country senior management team (SMT) regarding program continuity;
Provide oversight and quality assurance within the Safety Risk Management (SRM) process;
Review and provide feedback and input on country safety management policies, protocols and procedures;
Analyze, manage and report relevant information concerning humanitarian access constraints within geographical area of responsibility in conjunction with Safety and Programme colleagues;
In close coordination with the Country Safety Manager (CSM), report on contextual developments and conflict trend analysis;
Provide quality control to Area Level Safety Risk Assessments (SRAs) and support the implementation of mitigation measures to support continued humanitarian access;
Analyze, manage and report relevant information concerning humanitarian access constraints within geographical area of responsibility in conjunction with Safety and Programme colleagues;
In close coordination with the Country Safety Manager (CSM), report on contextual developments and conflict trend analysis;
Develop the capacity of, and coordinate, Incident Management Teams (IMTs) and Country and Area levels on an as-needed and requested basis.
Represent DRC at security and humanitarian access forums and with relevant stakeholders, as required, and expand DRC’s network of relevant contacts.
Access Planning:
Develop access strategies in collaboration with DRC and DDG program teams and country/area offices;
Support the development of regional level access documentation, in coordination with Area Managers and the Head of Operations;
Review DRC and DDG visibility and profile to ensure alignment with humanitarian principles;
In collaboration with the CSM, map, plan, and coordinate systemic engagement by Access, Safety, and Programmatic staff in liaising, negotiating and ensuring access from relevant local authorities and other key stakeholders;
Support developing tools and training and clear guidelines on access related work necessary to operationalize access strategies;
In collaboration with the CSM, map, plan, and coordinate systemic engagement by Access, Safety, and Programmatic staff in liaising, negotiating and ensuring access from relevant local authorities and other key stakeholders;
Support and quality check ongoing access assessments and other interventions as needed;
Ensure access-related analysis, plans, issues, and incidents are conducted and documented
Work to support areas for advocacy and stakeholder mapping.
Capacity Building, Training, supervision and support:
Develop Access and Safety Management capacity of Country and Area Management Teams;
Provide capacity-building, training, and mentorship to national Access, Safety, and Programmatic staff in humanitarian access, including international humanitarian law (IHL), negotiations, and context analysis;
Work with the Regional Safety Coordinator to support training needs assessments for country and area office staff;
Provide technical support to local safety staff as required;
Facilitate surge support to IMTs as required.
Technical Line Management Responsibilities:
Advise on and promote understanding and application of DRC policies, procedures and principles;
Provide technical guidance and support to other Employees in same technical area, who report to a different Manager as required;
Raise issues of non-compliance with regards to access and safety policies to CD/SMT;
When relevant, drives development of access policies and standards in region or country and/or localizes global policies to regional or country level;
ABOUT YOU
To be successful in this role you must have:
Experience and technical competencies:
Minimum 4 years of working experience in a relevant operational INGO role;
Experience working in multicultural work settings;
Experience working in Afghanistan is desirable, although not mandatory;
Proven ability to develop and implement effective and contextualized protocols and systems;
Experience with information gathering, analysis and report writing;
Ability to conduct and produce high quality assessments and other types of reporting;
Experience with incident management;
Experience with delivering trainings;
Experience working in hostile or hazardous environments;
Positive, solution-oriented approach;
Full professional proficiency in English. Pashto and/or Dari language skills is desirable, although not mandatory.
Education/qualifications:
University degree in law, psychology, political science, or social sciences.
Strong knowledge of human rights and Afghanistan national laws, Protection principles and methodologies.
Knowledge of displacement and refugee issues in Afghanistan, understanding of and commitment to humanitarian principles.
Ability to set priorities and show initiative, to work independently and as part of a team.
Strong analytical and problem-solving skills, and excellent negotiation, advocacy and communication skills.
Excellent interpersonal and communication skills. Positive, solution-oriented attitude.
Strong computer skills including MS- Office.
