With 69 projects in 22 countries of intervention, in the same way as in the professions that it develops and implements in France, the French Red Cross (CRF) internationally includes all of its missions in an action plan sustainable humanitarian. The Central African Red Cross (CRCA)

The CRCA coordinates with the French Red Cross with state health authorities at national, regional and local level. The anchoring of the CRCA in the communities makes it possible to optimize relations with local authorities (administrative, traditional and religious). This anchoring goes in particular through the network of volunteers which also makes it possible to ensure real sustainability of project activities, even after the end of these projects.

Function
Under the responsibility of the Head of Delegation based in Bangui, the Safety and Security Delegate (DSS) is responsible for:
Contextual analysis: carry out a permanent watch of the political and security situation of the country and of the areas of intervention of the CRf more particularly, in order to determine the risks to which the CRf is exposed through its presence and its activities.
Developing and updating a risk management strategy to reduce the probability of incidents occurring and their impact, if any (including crises)
The development of management tools and compliance with safety / security rules.
Coordination and internal organization in terms of monitoring rules, dissemination of information and compliance with processes
Area of ​​intervention

The DSS is based in Bangui. He / she supervises, in conjunction with the head of sub-delegation and the local Safety and Security assistant, the application of these measures on all the rights-of-way and project areas of the French Red Cross in CAR. Travel to the project areas is therefore to be expected as an integral part of the post.

Responsibilities
Produce an analysis of the development context of the CRf's teams and programs in the CAR
Develop tools for the prevention and treatment of identified risks
Monitor the integration of the risk prevention policy into daily activities and project monitoring
Define the content of safety briefings for all CRf staff in the CAR, develop training sessions and projects
Ensure the representation of the CRf in ad hoc thematic bodies, develop and maintain a formal and informal network
Produce incident reporting and deliver an analysis to reduce the likelihood of reiteration and reduce the impact
Participate in the management of critical incidents and possible crises
Ensure the conditions of application of the code of conduct and of the Policy against Sexual Exploitation and Abuse (PEAS) by putting in place appropriate rules
Manage teams and the security department

Hierarchical links
The DSS works under the hierarchical responsibility of the Head of Delegation.

Functional links
The DSS works in coordination with the Headquarters Safety-Security-Support Referent (RSSS), functional manager
The DSS is the functional manager of the Security Assistant of Sub-delegation.
Collaborates internally with: the various coordinators, site and project managers
Collaborates externally with: the Red Cross Movement (CRCA, ICRC, IFRC, CRN, CRQ), INSO, INGOs, United Nations Agencies and all other institutional and informal partners and actors
Supervises the guards of the security company employed by the CRf in Bangui
The candidate's profile

Technical skills
Initial and / or continuing training in safety and security (humanitarian specialization) and / or university training in international relations / geopolitics / security.
Knowledge of communication technologies including HF, VHF, mobile and satellite
Theory and practice of 4 x 4 and off-road driving (international driving license)

Experiences

3 years of experience in the exercise of the function of safety & security manager in the humanitarian environment and carrying out significant actions.

Qualities
Perfect command of the French language, both oral and written, compulsory
Mastery of the Pack Office / internet IT tool
Knowledge of the Red Cross Movement (functioning, mandates, etc.) is an asset
Knowledge of Central Africa and Sango is an asset
Demonstrate good physical resistance, the distances to be covered by car being long and the conditions relatively difficult during frequent supervision visits to the field
Ability to withstand pressure in a volatile security environment
Taste for teamwork and interculturality
