Job description
Minimising security risks to our staff is the highest priority. In order to achieve this, GIZ implements in its partner countries, in particular in countries with high security risks, professional security risk management systems. Security Risk Management (SRM) Advisers contribute to the safety and security of our staff and operations and thereby support the successful implementation of development programmes and cooperation.

Your tasks
Maintain and further develop a professional SRM system in order to adapt it to the local and regional context
Analyse the security situation at the location or region in general and at project implementation sites in particular
Collection and evaluation of relevant information on the security situation and transfer results to the context of development cooperation
Development of security, conflict and actor analyses, regular situation reports, district profiles and further research documents, in particular incident reports
Responsible for all aspects of everyday SRM operations in a volatile security environment, including potential emergency and evacuation scenarios
Liaison to multiple actors such as local and national authorities as well as international government and non-government organizations
Information management for employees about changes in the security situation and implement directives and mitigation measures for the protection of staff
Support the Country Director in crisis management in case of emergency

Your profile

University degree in development, conflict or regional studies and experience with Security and Risk Management in fragile and crisis countries
Military or police background is neither necessary nor sufficient but might be considered if in combination with relevant work experience in the field of SRM
Combine sound analytical skills with the ability to present complex information in an easily digestible way
Systematic and independent way to work with little guidance
Able to take decisions and ensure their implementation under pressure or in critical situations
Excellent communication and advisory skills and able to convince internal and external stakeholders of the importance of security risk management
Fluency in English; German and Dari language skills are an advantage

Location information

The GIZ offers an additional benefits package for deployments in fragile security situations.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in collaboration with the German Federal Foreign Office (AA) and national and international consultants, GIZ has developed a risk management system that minimises personal dangers and risks. Risk management offices staffed with trained personnel monitor and analyse the situation, issue security reports, and advise our colleagues on safety and security measures.

GIZ offers an attractive remuneration package for assignments in Afghanistan, with a number of benefits. In addition to a competitive annual salary, we offer a wide range of allowances such as rent subsidies and lump-sum travel payments. GIZ takes its responsibility vis-à-vis its employees very seriously. We ensure that for every two to three months they spend in Afghanistan, they recuperate for at least a week outside the country. We pay up to three annual allowances for this recuperation period.

We provide thorough preparation for staff in the run-up to their assignment. Briefing arrangements include a general introduction to GIZ, along with measures such as security training, and stress and crisis management, and are tailored to suit the specific assignment.

The security situation is critically tense. It requires continuous monitoring and special security risk mitigation measures for GIZ staff. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. GIZ runs a professional security risk management system in the field of deployment. The freedom of movement is severely restricted. It is not possible for life partners and family members to move with you to the country of deployment.

At the site of operation the particulate pollution occurs to be many time higher than the European acceptable limit. As part of the selection process and during the recruitment examination you will be informed of appropriate protective and behavioral measures.
