Job Description
Security Coordinator is responsible for ensuring of PIN local personnel and the international staff and their families are working within an environment consistent with accepted minimum safety and security standards. This encompasses the training of staff in security awareness, development of security Policies protocols, Security plans and of mainstreaming the individual and collective sense of security and safety awareness and responsibility in PIN operations. Also consists of advising the Country Director on security challenges, developing risk assessments and proposing risk reduction measures in addition to developing, maintaining, updating and implementing when necessary, security protocols and operating procedures according to the changing situation.
Security Coordinator specific tasks are:
Safety and Security Management and Coordination
Ensures risk assessment for all new projects and locations is conducted accurately and timely and as a result suggests and implements key mitigations and strategies to reduce potential risks
Evaluates, develops, reviews and updates the safety and security management procedures and contingency plans on a regular basis, in compliance with PIN global and local requirements
Maintains key security management systems, tools and documentation including risk analysis, context analysis, incidents overview, stakeholder analysis, security and safety management plan
Lead the review and revision process for security planning, involving all staff to ensure understanding, buy-in and compliance.
Incident Management
Responds and follows up incidents as per authority given by Country Director
Supports Country Director with incident response, reporting and post-incident action and follow-up
Acts as a core member of country Incident Management Team, sets up crisis management procedures and maintains high level of crisis preparedness
Monitors and maintains overall system of incident reporting
Advise Country Management Team on any developing situations and propose mitigations.
Be up to date with all available resources internal/external for evacuations. To have geographical knowledge of our working locations and have identified alternative routes.
To establish and have contacts for psycho social support for victims if any situations.
Follow up on any security incidents with approval of Country Director, i.e: arrest/detention and robbery incidents.
Standard operating procedures
Ensure all security policies, procedures and SOPs are Up to date with the changing situations, a timely communication of the same to staff in a timely manner.
Develops, implements and oversees key security and safety SOP related to movement, premises, communication and specific project activities
Reviews and makes recommendations on procedures related to international and national staff movement in-country
Leads security planning and organizing for field missions, particularly for humanitarian projects in insecure zones
Undertakes regular sites assessments correct the relevant measures while updating the SoPs.
Maintains internal communication scheme to allow quick dissemination of flash alerts to all required staff members.
Is in charge of maintaining reliable system of contingency planning, including procedures for hibernation, relocation and evacuation
Is in charge of security and safety budget forecasting and expenditures allocation
Ensure hibernation kits are up to date with the support of Logistic team in all locations.
Ensure all communication tools are Up-to-date/ready and functioning
Health and safety
Maintains and oversees work safety regulations and procedures
Is in charge of maintaining reliable medical plan on country level, including pre-selection of medical centres, ambulances and domestic medevacs.
Maintain all Up to date contacts with the available medical facilities in the PIN operating areas and in regional capital cities.
Oversees procedures related to COVID-19
Context Understanding Monitoring and Reporting
Monitors changes in context across the country, issues early warning to Country Director, plans for and executes mitigations and contingencies
Provides regular, concise and clear verbal and written security updates to Country Director and HQ Security Advisor
Conduct regular/ongoing information gathering trend analysis thorough data collection/information gathering.
Provide a detailed and appropriate initial safety briefing to all newly arriving staff and visitors; including general safety policies and procedures, site specific issues and an analysis of the present local security situation. Also briefs PIN staff on recent development, incidents, risks and potential.
Capacity Building and Training
Supports Country Director in the overall management of security
Works closely with key senior staff as Programs Logistics Coordinator and Finance unit heads on security and safety aspects of their operations
Oversees the work of Security Focal Points in the PIN operating areas and provides them with necessary technical support
Responsible for overseeing security and safety systems and duties of support staff, i.e. drivers and guards
Ensures relevant and timely induction for all new staff on the security aspects.
Plan & Conduct regular security awareness training in accordance with policies and procedures and in accordance with PIN standard
Propose the selection of security focal points, participate in selection of guard and ensure that adequate training is provided.
Lead the review and revision process for security planning, involving all staff to ensure understanding, buy-in and compliance.
Access, Networking and Liaison
Creates wide network of contacts among external actors to allow independent verification of situation and quick troubleshooting in case of access issues
Is in charge of overseeing key access aspects as liaison system with key stakeholders and functional system of official movement permissions
Participates in, oversees or facilitates access negotiations, as per PIN standards and local customs
Actively participates in information exchange with partners, peer NGO, NGO coordination networks and UN, as per the authority given by Country Director.
Ensure close contact established with the local communities by our staff and ensure community acceptance for our presence in different locations.
Closely connected with any security networks, specific involvement at the A2015 security network.
Job Requirements
Minimum BSc/BA Degree preferably in the fields of Security Management, International Relations, Political Science, Law and other related fields of studies
Minimum of 5 years of relevant work experiences on security and safety
Proven field work experience and training as a professional security manager.
High level of knowledge and experience in developing security related technical tools guidelines and systems.
Strong assessment, evaluation, analysis and strategic planning skills.
INGO experience is advantageous
Good communication, coordination, time management, work under stress and deadlines
Good written communication, information analysis and report writing skills
Able to travel to the filed very frequently and stay in the filed as per field necessity.
Knowledge on the assigned area and in the country security context
Understanding of global security and safety standards
Good team work, negotiation and influencing skills
Command of MS Package (Word, Excel, Power Point and Outlook)
Knowledge of spoken & written Amharic, English and spoken local languages is advantageous
