Job description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements several programs and projects in Mali which aim at fighting poverty and improving the living conditions of the population and support stabilization and peace efforts. The security situation in Mali has constantly deteriorated since 2012, which is due to the ethnic conflicts, terrorist armed groups operating in nearly 2/3 of the country and a very weak economic situation within the country. In consequence, the security of GIZ staff which is implementing the projects and programs is constantly at risk.
The GIZ security- and risk management system in Mali analyses the threats for the German Development Cooperation in the country. It minimizes the risks to which the GIZ employees are exposed to within their working environment and allows maintaining a scope of activities in the country while simultaneously considering the risk limits. The GIZ Security Risk Management Advisor (RMA) (m/f) Mali works under the direct supervision of the GIZ Country Director.
Your tasks
Advising the Country Director on all aspects of everyday operational security risk management, including emergency procedures, and advising the Country Security Risk Management Team during crisis situations
Implementing the GIZ Security Risk Management System and to maintain the state-of-the-art security risk management system on site and implement guidelines for the GIZ country office in Mali
Analysing security incidents throughout your region and collect, contextualize, and evaluate security related information. Frequent context and actor analyses as well as incident reporting and the development of emergency procedures will be the focus of your daily work
Liaising with a wide range of actors, including your target audience, local and national authorities as well as international state and non-state actors, and military forces
Preparing risk assessments, incident reports, weekly/ monthly security reports, district profiles, and other research documents as required and keeping staff members and consultants in the region up to date on the security situation and implement directives to safeguard employees
Clearing of field trips in the country and missions to Mali. In addition, your assistance is required in assessing static security (residences and offices), and implementing appropriate security measures
Estabishing a range of capacity development measures/trainings for GIZ staff related to security risk management and security awareness
Your profile
University Degree in security, risk, crisis and disaster management, social science, international relations, peace and conflict studies or another relevant field required
Sound professional experience in development, humanitarian and/ or international organizations required; preferably at least 3 years in progressively responsible positions and working experience in a similar role, preferably in an African context
Sound knowledge of Do-No-Harm and conflict sensitive program planning, implementation, M&E
Experience in conducting and facilitating trainings
Formal trainings in safety & security for development/ humanitarian organizations, security risk management and/ or hostile environment awareness desired
Sound understanding of conflict and political context in Mali and the regional desired
Excellent communication and advisory skills and excellent analytical skills required
Fluency in French and good English oder German language skills required
