The Position:

The post of Regional Security Specialist is located in the Arab States Regional Office (ASRO) in Cairo, Egypt, forms an integral part of the management team, and is being supported by the office. Reporting to the Chief, Office of the Security Coordinator (OSC), on security policy and technical matters.

The Regional Security Specialist (RSS) will primarily focus on supporting the Regional Director, Deputy Director, Country Representatives and managers with their responsibilities for implementation of the United Nations and UNFPA security policy, and in-country security and contingency plans in conjunction with the United Nations Department for Safety and Security (UNDSS).

Monitor Security Risk Management Measures (SRMM), former MOSS, and Residential Security Measures (RSM) compliance, by proposing security cost-effective and pragmatic solutions to enable UNFPA programmes and projects to be delivered in a safe and secure manner.

Advocate for mainstreaming and integrating security risk management in all programmes and operations. For the support role and related deliverables, the RSS will report to the relevant Directors.

Main Tasks & Responsibilities

The Regional Security Specialist is responsible for advising on safety and security of UNFPA personnel and their eligible dependents present at duty stations within the ASRO as well as assets and operations of the Organization, as follows:

• Provide guidance, advice and assistance to the Arab States Regional Director, Deputy Director and Country Office (CO) Representatives on all elements of their respective responsibilities in accordance with UN and UNFPA Security Policy, and the UN Security Accountability Framework;

• Conduct physical or virtual security assessment missions and respond to the Regional Office (RO) and Country Offices’ requests for assistance to include extensive travel to UNFPA offices within the area of responsibility (AOR). In collaboration with in-country UNDSS Advisers, and in accordance with security policy, the country specific SRA and SRMM/RSM;

• Assess the security related preparedness and compliance of UNFPA Regional (RO) and Country (COs) (including affiliated outlaying offices) and advise on appropriate solutions to overcome gaps and problems with the implementation of security measures relating to the safety and security of UNFPA personnel;

• Assist the Regional Director, Deputy Director and CO Representatives with Security Planning and Emergency/Crisis/Pandemic Preparedness in accordance with the country-specific situation and security requirements, including the effectiveness of UNFPA’s Emergency Communications System and Business Continuity capability for security purposes;

• Participate in the Cairo Security Cell and as an observer in Security Management Team (SMT) meetings (Not as SMT member), and not to duplicate or substitute the day-to-day services to be provided by UNDSS;

• Develop and implement a specific UNFPA security training programme in line with current UN security training programmes to ensure that managers stay current on roles and responsibilities and their managerial accountability, remain up to date on the latest policy and methodology, risk management, security awareness and related topics;
• Assess requests for security funding from respective ROs and COs and make recommendations to HQ, Chief, OSC in respect of allocation of funding for projected security-related costs;
• Assist in providing technical clearances on security mitigation measures for UNFPA COs/premises and/or for security-related equipment;
• Liaise with UNDSS and agency security advisers/officers/analysts to promote information exchange to enhance coordination and implementation of security management arrangements;
• Liaise and coordinate closely with the UNFPA Regional Security Specialists (RSSs) on cross-regional matters, e.g. Al-Qaeda in Maghreb, etc.;
• Serve as backup to the RSSs during periods of absence of the incumbent on extended leave;
• Undertake any other tasks as directed by the Chief, OSC.

Area of Responsibility (AOR): The AOR includes: Algeria, Djibouti, Egypt (both RO and CO); Iraq, Jordan, Lebanon, Libya, Morocco, Oman, OPT (Jerusalem and Gaza), Somalia, Sudan, Syria, Tunisia, Yemen.

Qualifications and Experience
Education:


Advanced university degree in Social or Political Science, law or public administration or equivalent formal training in Security and Risk Management, Conflict Analysis, Diplomatic Studies, or relevant technical field;

Knowledge and Experience:
• Seven years’ command experience in security management field, including at international coordination level;
• At least two years’ field experience as United Nations Field Security Officer, Chief Security Officer or Agency Security Officer;
• Direct experience in the United Nations Security Management System with proven management and crisis management capabilities;
• Knowledge of UN Security Management System, practices and procedures.

Languages:
• Oral and written proficiency in English and Arabic required. Knowledge of other UN languages an added asset;
