Security Manager , Afghanistan

Overall objectives:
The Security Manager will be a part of the NMS-GVS security team that is responsible for security across all NMS-GVS operations in Afghanistan. The Individual may be assigned to a region within Afghanistan and will be accountable for the NMS-GVS site locations within that region. The position reports to the Program Security Manager.

Overall responsibilities include planning, development, implementation, and testing of security policies and procedures; protection of employees, company information and assets; supervision of sub-contracted Afghan security provider, Afghan Public Protection Forces (APPF); conduct risk assessments and manage security projects associated with facility protection and business operations; security site surveys; ensuring security policies and procedures comply with Afghan laws, U.S. government and contractual requirements.

The Security Manager will manage other local mission security team (MST) staff within the region to ensure business decisions such as movement are adequately informed and develop relationships with internal and external stakeholders.



This position requires a security professional with experience across multiple security competencies including physical, industrial, and international security, and investigative; force protection, discreet secure transportation, crisis management, and evacuation planning.

The role requires interaction with the Afghan security forces, USG, and different levels of leadership within the program.

Other Duties and Responsibilities:

· Provide security leadership to all site locations at the assigned region.
· Represent NMS-GVS in meetings with Afghan security forces, USG, or other force protection forces as may be requested.
· Conduct regular meetings/correspondence with the programs security leadership and participate actively in the NMS-GVS Afghanistan strategic planning process, including discussions on safe, feasible, and innovative ways to implement technical assistance.
· First responder to security incidents impacting employees, offices and assets.
· Develop and implement NMS-GVS security policies and policies for assigned region and ensure employee compliance.
· Manage security support, including sub-contracted drivers for all movements.
· Provide/manage executive protection services to visiting senior leadership or visitors.
· Ensure security operations are conducted in accordance with U.S. regulations, Afghan laws, and NMS-GVS policies and procedures.
· Manage security safety procedures and briefing/training.
· Conduct investigations/surveys to ensure compliance; make recommendations to mitigate vulnerabilities, violations.
· Create and execute security operational work plans and revise as required to meet changing needs and requirements.
· Maintain/conduct testing of evacuation/contingency plans.
· Lead/participate in the development of crisis and business continuity plans; act as a member of the crisis management team.
· Establish strong professional relationships with Afghan Security Services, Customer (USG) representatives and NMS-GVS employees.
· Maintain open communication with site managers and employees; provide ongoing security advice and guidance.
· Review long-term strategic intelligence analysis and reports to provide consolidated and coherent reports to relevant end users.
· Establish, develop, and leverage a network of high-level interlocutors inside and outside Afghanistan from both the international community and within senior Afghan security forces.
· Work with NMS-GVS site managers to ensure that safety and security training is delivered within a systematic program which promotes interactive and participative learning and the personal development of employees.
· Provide input and guidance in the curriculum and delivery of training courses; provide input on the safety and security components used in training courses, and recommend new course material where necessary.
· Command and control of the day to day management of the Security teams and LN Guard Force as directed by the Program & Senior Security Managers, and liaison with the Security Theater Operations Center (TOC) centrally based in Kabul.
· Coach, mentor, motivate and supervise security team members as well as influencing them to take positive action and hold them accountable for their assigned work.
· Reporting all incidents and accidents per policy and within set timelines.
· Assist in the recruitment of security team employees.
· Performs other tasks as may be assigned.

Qualifications:
Minimum seven (7) years of military, security, or law enforcement experience with senior level management exposure to the spheres of strategic planning, project and budget management, employee mentoring and leadership.
At least three (3) years previous security management experience in Afghanistan or Iraq.
Proven negotiation and advocacy skills in the establishment and use of networks to achieve desired results and positive change.
Knowledge of Afghanistan safety and security best practices and a willingness to develop an in-depth knowledge of PAE security policies and procedures.
Demonstrated understanding of the role security plays in the capacity building context.
Excellent interpersonal skills and an ability to establish and maintain positive working relations in a multi-cultural, multi-ethnic environment respecting local diversities and gender balance.
Comprehensive oral and written skills and a proven ability to provide clear and precise instruction/briefings to a variety of internal and external audiences.
Fluency in spoken and written English is essential. Working knowledge of Dari or Pashtu is an added advantage.
Ability to use computer applications such as Microsoft Excel, Word, PowerPoint and Access as a tool for information management and internal/external communication.

Work Environment
The full-time work location for this position is Afghanistan; an austere and hostile environment.
Minimum work hours are 9 hours a day, 6 days a week. Work may include nights and weekends (Friday) on short notice.
Able to walk/stand on level or inclined surfaces for prolonged periods per day, sit for prolonged periods per day, and climb/descend stairs or rough terrain.
Must be willing and able to perform physical activities including but not limited to heavy lifting of up to 40lbs; climbing in and out of equipment; crawling; and working outdoors.
Able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees, and reach above/below shoulders. Able to communicate by voice and detect sound by ear.
While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment - temperatures can reach 49 °C (120 °F) during summer, and as low as -9 °C (15 °F) during winter.
May be exposed to extreme noise from acts of aggression.
