Functional Responsibilities
The National Medical Officer will ensure good medical practices for operations and various training courses requiring the presence of a Nurse and will be able to carry out quality controls throughout the territory. He / she will be the Medical referent of UNMAS and will be placed under the supervision of the Officer in charge of operations and quality assurance. He / she will be responsible for:
Support the Operations and Quality Assurance Officer for UNMAS first responder programs in consultation with UNDSS.
Monitor and ensure the readiness of emergency trauma bags (ETBs) and other emergency medical equipment under the program.
Operate off-road emergency evacuation vehicles and provide emergency medical care to staff, partners, visitors and others.
Provide medical teleconsultation and support rapid evacuation of partner personnel as required.
Act as [advanced / intermediate] care provider under unified command, in the event of a critical incident.
Operate HF, VHF radios and satellite phones to coordinate casualty evacuation.
Rescue and evacuate patients in the field.
Support the implementation of a training plan for nurses from EOD teams (Neutralization and destruction of explosive devices).
Carry out awareness-raising in the areas of occupational hygiene to all staff.
Ensure daily compliance with hygiene rules within the UNMAS offices.
Organize training sessions within UNMAS.
Ensure the good standard of UNMAS medical equipment.
Produce a detailed report of the specific corrective actions to be taken by the organizations responsible for operations, following an inspection presenting critical non-conformities within the framework of the emergency medical support provided for in the organizations' Standing Operating Procedures (POP);
Participate in the development of national technical standards and guidelines (NDTN) for mine action concerning medical support, evacuation of the wounded, hygiene, safety and environment in the workplace adapted to the Central African context;
Actively participate in the accreditation process of implementing partners and ensure that emergency medical technicians (EMTs) are at the required level in accordance with NDTN and POP;
Assist Support the Officer in charge of operations and quality assurance during his activities including briefings / presentations, monitoring of Quality Assurance activities, site visits, accident / incident investigations, accreditation / validation of evaluations, etc. ;
Participate in the revision of corrective measures and the validation of emergency response plans of partners implementing program activities as well as the internal program plan with MINUSCA and UNDSS;
Support the annual training plan for UNMAS staff and deliver first aid courses, use of the individual emergency kit and traumatic emergency bag (ETB) to designated staff and integrate the register of training carried out and trainees certified within the program database;
Carry out information actions on health, safety and the environment and sensitize staff to epidemic and infectious diseases, etc. ;
Ensure, in conjunction with the support service (logistics and purchasing), the availability of operational and training medical equipment as well as the supply, orders and shipments of equipment to the field offices.
Education / Experience / Language requirements
a. Education
Master in the field of medicine or public health combined with two 2 years of relevant experience; or
Bachelor's degree in medicine or public health combined with 4 years of relevant experience; or
Combined state nursing diploma with 6 years of relevant experience.
Certificate
Accreditation in trauma care from a recognized international body (eg PHTLS, ITLS, TTLS, TCCC, TECC) is required.
b. Professional experience
Professional experience is defined as that in the coordination of medical activities.
One year of experience teaching pre-hospital trauma techniques is required.
Driver's license is required.
Experience in coordinating medical activities in mine action is desired.
Qualification as a United Nations Emergency Trauma Bag Instructor (ETB) or UN First Aid Instructor (UNBFAC) is desired.
vs. Languages
Fluency in French (spoken, read and written) is required for this position
Intermediate level in English is required.
