Job Summary

The Regional Security Manager (RSM) is primarily responsible for security management in the region. The RSM is responsible for providing leadership on safety and security policy management and operational support to enable the safest and most effective implementation of FH programs and activities. The RSM will do this by facilitating and delivering high quality, standards driven security risk management practices including training, influencing all staff and response.

Principal Responsibilities

Track and support the implementation of FH’s minimum operating security standards (MOSS) at the country-level

• Monitor, evaluate and report security risk management, travel security and duty of care application and adherence of policy, standards and processes.

• Perform regional threat reviews, risk assessments and analysis, and deliver solutions and recommendations to leaders.

• Oversee the facilitation, development and review of country-level security plans according to FH standards and using established processes, forms and templates.

• Conduct risk assessments to support country offices as needed, with an emphasis on moderate and high-risk countries.

• Standardize templates and processes for site-specific security assessments for FH offices, warehouses, and other property locations.

• Ensure risk assessments for new project or emergency response locations are conducted accurately and timely using established processes.

• Develop and conduct trainings and drills that support security awareness, standard operating procedures, contingency plans and emergency response.

• Promote international travel security standards to and from the region, and ensure countries are knowledgeable and can execute travel security standards.

• Maintain compliance records and communicate compliance to the Security Department and Regional Directors.

• Ensure operational plans and budgets reflect responsibilities for staff management, training, support, security and well-being. This may include reviewing grant proposals and evaluating security needs for safe implementation.

Training and Influence

• Provide functional supervision and support to the country security managers / focal points.

• Ensure regions / country offices receive training support for their staff in order to help meet our duty of care and minimum security standards.

• Strengthen security awareness and skills of staff, through motivational and creative learning opportunities.

• Support the regions and countries in delivering in-person trainings where there is limited or no local capacity to do so.

• FH values team collaboration. The RSM will train, coach, and mentor staff at all levels on integrated security and leadership development in order to strengthen their skills in their own professional area.

• This is toward the goal of mainstreaming / integrating security management into all project designs, country strategies and departmental processes.

• Long-term mentoring and coaching of country-level security focal points. This includes but is not limited to regular field visits, creating intentional training and coaching opportunities, developing individualized learning plans and continual encouragement. Collaboration with the Security Department on the security focal point (SFP) development program. Dialog regularly with the Security Department and Country Directors on SFPs development progress.

• Provide technical direction, advice, and support to the RDs, CDs and others on security issues and its likely impact to programs and people.

• Maintain the global security training register using established criteria and registers.

• Promote recognition and teamwork to retain country-level security managers and focal points.

• Promote in-country learning and networking by identifying interagency forums. Promote CD leadership in security forums such as OSAC.

• Active participation and regular coordination with the regional senior leadership team.

Threat and Incident Management

• Collaborate with security team members to effectively mitigate incidents. Incidents may include a wide range of issues, including natural disasters, extreme weather, demonstrations, terrorism, crime, workplace violence, kidnapping, detention and imminent threat to events, locations and personnel.

• Ensure threats / incidents that could potentially impact regional operations or personnel are being formally communicated and escalated to relevant stakeholders in a timely manner, and conduct incidence analysis and share the information with country leadership and the Security Department.

• Responsible for information management during a critical event and maintain all notes, logs, and information.

• Conduct yearly drills and scenario exercises to build incident response capacities in the field.

• Report and update incidents using the established protocols and IR platform.

• Support the Security Department and regional leaders with incident response, reporting and post incident action and follow-up.

• Perform surge capacity in region during sudden-onset critical events.

• Strong communication, both verbal and written, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, values-driven teams.

• Demonstrated computer-operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and/or other virtual meeting software.

• Excellent organizational skills; ability to plan and coordinate work, ensure the efficient flow of projects and processes.

• Competency in field-based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite and incident mapping platforms desired.

• Medical fitness to live and travel in rural and urban areas with extreme conditions and limited medical support.

• Ability to travel up to 50% of time per year in the US and internationally, to insecure countries or locations.

Experience and Education

• University degree in a related field with at least five (5) years of working experience in security management with an International Non-Governmental Organization or other international organization and (1) one year in a high-risk environment; or equivalent combination of education and experience.

• Training or teacher certification and experience desired.

• Project management desired.

Language

Proficiency in spoken and written English. For positions in French speaking countries, fluency in French required. For positions in Latin America, Spanish fluency required. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
