Project: URC will implement the USAID Mali Household and Community Health (HCH) Activity. The purpose of this project is to sustainably reduce maternal, newborn, and child (MNC) mortality and to increase individual and household adoption of healthy behaviors and demand for and use of health services in the regions of Sikasso, Mopti, and Segou by increasing the capacity of Malians to plan, finance and manage their own health at the individual, household, and community levels. This five-year activity targets 26 districts in Sikasso, Mopti, and Segou regions.

Roles and Responsibilities: Under the functional supervision of the Regional Team Lead and the technical direction of the Security Manager, the Security Officer will ensure the safety, security and integrity of URC staff, assets, and premises in Mopti region. S/he will monitor and anticipate security risks in Mopti, prepare and update contingency and evacuation plans, and provide all URC Mopti regional staff and visitors with security training appropriate to Mali as a country and also to the Mopti context. S/he will maintain regular communication with the HCH Security Manger to ensure overall awareness of the safety and security status of URC staff, assets, and premises in the Mopti region.

Other Roles and Responsibilities:
• Monitor the security situation in Mopti and the country to advise the HCH Security Manager, Mopti Regional Team Lead, and HCH Chief of Party, of situations that may affect programming and staff safety.
• Assess program activities relative to their impact on staff safety and security and recommend for appropriate onward communication, specific protocols and practices to reduce staff risk and vulnerability.
• Implement system for alerting all staff to an emergency and plans for evacuation of the Mopti office if the need occurs.
• Ensure the office has monthly drills to practice responses to a variety of emergencies: natural disasters, riots, attacks, etc.
• Write weekly reports or brief memos for the HCH Regional Team Lead and the Security Manager, to be shared with the HCH Chief of Party, outlining the current security situation, anticipating incidents when feasible and presenting any concerns.
• Build strong professional relationships with local authorities, other NGOs (local and international), and all relevant policing stakeholders, within Mopti.
• Monitor the security preparedness of Mopti staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to and understood by all staff.
• Ensure a proper level of preparation before movement within Mopti, ensure transportation means are adapted, ensure a good fleet maintenance, and set movement rules which are adapted to the local context, with support by the Fleet Manager.
• Conduct security assessments of all project sites including offices, accommodation and warehousing and make suggestions for improvements.
• Be prepared to escort vehicles and project staff between locations throughout Mali and advise on actions on’ and which regions are too insecure to travel to.

Minimum Qualifications:

Required Experience & Qualifications
• Bachelor’s degree with minimum 3 years of relevant experience on USAID-funded projects or other international organizations.
• Experience in security management with previous USAID projects or other international organizations in West Africa.
• Proven ability to train, mobilize, and manage local staff.

Desired Experience & Qualifications
• A security certification from an accredited training institution
• Experience working with USAID-funded projects
• Flexibility and ability to multi-task under pressure;
• Ability to work well in unstable and frequently changing security environments;
• Willingness to work in remote areas under basic conditions;
• Proven ability to work creatively and independently both in the field and in the office;
• Experience in the use of computers and Microsoft Office programs (MS Word, Excel, PowerPoint, etc.) is desired
• Ability to monitor surveillance systems and respond to emergency situations
• Proven ability to handle sensitive and confidential information and meet tight deadlines
• Functional written and spoken English
• Knowledge of local languages
