Context:
Under the overall guidance of the Chief of Mission (CoM) and the direct supervision of the Head, Community Stabilization Unit, and with thematic support from the Regional Office Cairo and IOM Headquarters (HQ) when needed, the selected candidate will be responsible for overseeing all aspects of Protection projects and ensuring protection mainstreaming and the centrality of protection across IOM programmes.
Core Functions / Responsibilities:
Develop, manage and implement projects on protection for displaced populations including facilitated returns and durable solutions, gender-based violence, counter-trafficking in crisis and protection mainstreaming, including management and supervision of national and international staff in multiple locations.
Develop and implement of protection strategies for displaced populations in and out of camps, including return and reintegration, prevention and response to gender-based violence (GBV) and sexual exploitation and abuse, addressing issues of documentation and movement restrictions, and strengthening reporting and referral systems.
Oversight of protection case-management activities and when required, coordination of response to individual cases of concern and referral or treatment as appropriate (e.g. screening, interview, counselling, referral, or assistance, depending on programme capacities).
Collaborate with Mental Health and Psychosocial Support and Emergency Health Units on joint programming and coordinated activities in and outside of camp settings.
Participate and coordinate liaison in inter-agency protection fora and ensure that the protection needs of migrants, internally displaced persons (IDPs), and host communities are systematically reported and appropriately addressed through specific and/or joint activities. Take the lead in the GBV Sub-Cluster.
Coordinate with programme managers across all thematic areas to respond to identified protection concerns and support mainstreaming of protection throughout programme activities, including community stabilization and return and recovery.
Coordinate and supervise the budget expenditures dedicated to the protection activities in country and seize new funding opportunities for protection.
Plan, implement, and assist in coordination of ongoing protection strategies, notably identification and referral and assistance activities for children (special focus on unaccompanied and separated children), victims of human trafficking and exploitation, survivors of GBV or other forms of violence, exploitation and abuse, in collaboration with other colleagues and concerned protection actors.
Oversee the development of advocacy messages on protection for migrants, displaced populations, including returnees, victims of trafficking, survivors of GBV and other relevant individuals or groups.
Maintain contacts and coordination with Government and non-Government stakeholders to develop strategies to support ongoing and new IOM protection activities across Iraq.
Propose and support the mainstreaming of protection related variables into assessments and non-protection related activities conducted by IOM and provide information and support in the analysis and response within IOM and other key protection actors.
Assess training needs on protection issues and need for capacity building among IOM field staff, implementing partners and other stakeholders and provide training as necessary.
Participate in protection-focused seminars and other relevant meetings representing the Organization, as requested.
Prepare reports covering protection related activities; prepare briefing, statistical/narrative reports and background notes including specific information requested by IOM, Governments, and other entities
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Law, Political, Social Sciences, Social Work or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the field of migrant/IDP/refugee assistance and protection;
• Experience in working on protection for displaced populations and returnees;
• Experience in the field of prevention of and response to sexual and gender-based violence;
• Experience in management of counter human trafficking projects and/or in conducting complex case-management;
• Experience in liaison and coordination with senior government officials;
• Supervision of staff and coordination of programme and administrative activities;
Skills
• Understanding of complex social-political environments;
• Strong strategic and creative thinking;
