Programme Manager, Security Co-Operation and Governance

Field of Expertise Requirements     
   
The general minimum requirements for working in this field of expertise are:

Second-level university degree in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
Knowledge of courtroom proceedings and criminal law and procedure
Knowledge of international legal procedure standards and instruments
Demonstrable organizational, analytical, communication and interpersonal skills

Mission Specific Requirements    
     
   
Additionally, this particular post has specific requirements:

 

Mandatory:

Demonstrated extensive managerial experience in one or more areas: senior law enforcement management and administration, planning and/or implementation of the security sector reform; strategic development of police, including capacity building, development and implementation of policies, regulations, projects and/or programmes, assessment and analysis of police institutional deficiencies;
Previous experience in terms of leading teams and implementing projects;
Practical experience in  law enforcement;
Previous international work experience and/or experience in field missions;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Knowledge and understanding of theories, concepts and approaches relevant to democratic policing;
Strong organizational skills and a demonstrated ability to establish priorities and to plan, coordinate, and monitor the work of others;
Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint);
Flexibility and ability to work under pressure and with limited time frames;
Professional fluency in English, both oral and written, especially in terms of report writing.
 

Desirable:

Previous experience in peacekeeping operations or international policing;
Good knowledge of the conditions prevailing in Montenegro and mission mandate;
Good knowledge of international organizations and networks co-operating to tackle cross regional crime;
Knowledge of the regional political situation and the legal system of the mission area;
Knowledge of other OSCE official working languages would be an asset;
Knowledge of the local language or most common lingua franca spoken in the mission area.
