Job Description

International Rescue Committee is one of the major players in humanitarian aid and post-conflict development in the Democratic Republic of Congo. IRC started working in the Democratic Republic of Congo in 1996 to meet the humanitarian needs of populations affected by armed conflicts in the east of the country. Currently, IRC works in the areas of health, governance and community reconstruction, protection and empowerment of women, emergency response, child protection and education.

Job description .

The main objective of the position of the Security and Humanitarian Access Officer is to contribute to the proper implementation of projects while limiting the security risks for personnel and equipment. This task will be carried out through:
Collecting security information in IRC's intervention areas in the Baraka intervention area, in South Kivu, through the development and maintenance of contact networks with the various actors (state and non-state) present in the area of ​​responsibility;
Strengthening local acceptance of IRC;
Raising staff awareness of security risks as well as training project teams on existing security risks and the mitigation measures put in place by IRC;
Continuous analysis of risks that may affect IRC personnel, activities and equipment;
The Safety Officer will work under the supervision of the Safety and Security Manager to whom he reports for all the tasks performed.

Responsibilities

1. Information and Analysis
Participate in maintaining a reliable network of collaborators in the field, who will be able to regularly inform the IRC of major developments in the security and social context in the intervention areas of IRC programs in South Kivu, particularly in Baraka in the territory from Uvira;
Update a book of regular and reliable contacts in Baraka and its outskirts;
Proactively seek information from IRC partners and collaborators on the evolution of the security and social context in the intervention areas of the programs;
Participate, during field visits, in security-related meetings organized by partner teams, local authorities or the United Nations;
Write, at the request of the Manager and / or the safety coordinator, reports / minutes of safety meetings;
Attend safety meetings convened by local authorities, OCHA, and / or once delegated by hierarchy;
Regularly update the Security Manager on the security situation prevailing in the areas where IRC staff are deployed.

2. Tools and Procedures
Participate in the development and updating of security management tools in South Kivu, and particularly in IRC intervention areas;
Disseminate IRC's security management tools to support programs and services;
Assist the safety and security manager in monitoring the application of security management tools;
Remind on a quarterly basis, and according to the needs of the teams, the security management procedures that are in force within IRC as well as their strict application;
Ensure that IRC staff with communication equipment use them in accordance with procedures in force and respect communication protocols during message transmission;
Ensure the application of security procedures / protocols by staff members.


3. Program support
Participate in each field mission preparation with the programs and support services teams;
Advise program and support service teams on security management during the preparation and execution of field missions;
Ensure the follow-up of the programs and support teams during field missions, in particular the movements of vehicles and report any anomalies to the hierarchy;
Support the site manager in the management of security incidents;
Participate in circumstantial investigations related to non-compliance with safety standards by teams;
Participate in circumstantial investigations related to losses and / or mismanagement of materials / equipment by IRC staff.

4. Security assessments
Participate in the assessment of the security situation in intervention areas as well as in new IRC intervention sites;
Participate in any other assessment of the security situation requested by the hierarchy for the practical arrangements.


5. Training and Briefings
Conduct ad-hoc training for staff on the main risks identified;
Conduct referrals of new staff members as well as visitors arriving in Baraka;
Organize regular briefings to inform staff of the security environment at the local level.


Qualifications

University degree or equivalent professional experience;
At least 3 years in roles related to humanitarian programs or operations in high risk environments. A role in risk management, community awareness or program continuity would be a plus;
Excellent command and aptitude with Excel, Word, and Outlook, with great efficiency;
Good organizational skills, including managing and prioritizing several tasks at the same time;
Strong independent and team working skills; demonstrated skills in communication and interpersonal collaboration;
Honest, rigorous, conscientious, demonstrating strong capacities to respect and enforce deadlines and procedures;
To be able to handle stressful and unpredictable situations, as well as to find creative solutions;
Good synthesis and writing skills;
Fluency in French, Swahili and Lingala. knowledge of English would be an asset;
Good knowledge of the Province of South Kivu.
