The organization has been present in Mali since 1996 on development activities in the south and north of the country: promotion of the rights of disabled people, strengthening of civil society, access to education for disabled children, professional integration of people. disabilities, detection and management of impairments in children. Today, HI carries out humanitarian and development activities simultaneously in the regions of Sikasso, Bamako, Mopti, Timbuktu and Gao. The amount of budget implemented within the country represents approximately 20 million euros, 2/3 of which are implemented through partners within consortia. In 2020, program activities revolve around the following orientations:
• Health & rehabilitation: functional rehabilitation, maternal and child health, HIV and Handicap advocacy; early detection and management of deficiencies
• Inclusive education & vocational training: inclusive education, socio-professional integration etc.
• Livelihood & resilience: cash transfers / social safety nets, community projects, income-generating activities etc.
• Protection & Risk reduction: education on the risks associated with explosive devices, assistance to victims of armed conflict, psycho-social support, conflict transformation in the north and center of Mali.

Job Description : 

The position is based in Bamako with possible trips to the sites of Sikasso, Mopti, Tombouctou, Gao (following the safety rules defined internally). The main interfaces are the Country Director, the operational manager, the manager of the technical unit which brings together the 4 technical advisers, the finance manager, the HR manager, the logistics manager, the Sites / Operational Coordinators, the Project Managers, the Security Unit.

The Mali Humanitarian Access and Security Manager's role is to help ensure the safety and security of HI staff on mission at all times, by ensuring that risk analyzes, security frameworks, protocols and tools are already in place, all by overseeing their implementation correctly and efficiently. The secondary objective is to develop HI's analysis, dialogue and negotiation capacities so that populations can fully access humanitarian aid. This position is directly supervised by the Country Director.

Expected Profile:   

Experiences
• Experience in security assessment, analytical and planning skills
• Experience in developing security management
• Good oral and written expression is essential
• Experience in working with INGOs as well as with teams of people more or less advanced knowledge of security management and planning

Conditions:  

Employee:

- Contract for one to three years, position to be filled from September 2020
- Salary from € 2,757 gross / month depending on transferable experience
- Perdiem: € 518 net / month
- “Hardship” allowance: € 250 net / month
- Insurance: health, provident insurance, retirement, repatriation
- Paid leave: 25 days per year
