Country:
You will be based in Yaoundé but in charge of ensuring the security of the Cameroon and Chad Mission.

Presentation of the mission

Action Against Hunger has been present in Cameroon since 1998. Since 2014, our action has focused mainly in the East and Far North Region of the country on emergency programs initiated with Central African refugees and affected host communities. by socio-political unrest in CAR and violence linked to Boko Haram activity in the Lake Chad region. ACF has implemented long-term population resilience, nutrition, health and water, sanitation and hygiene programs with the support of ECHO and SIDA for more than 150,000 beneficiaries. Since the end of 2018, ACF, under the name of Action Against Hunger, has also been present in the South West, in support of the crisis that is raging in this region.

The mission currently has 140 employees spread over 5 bases: Batouri in the East, Maroua and Kousseri in the Far North, Buéa in the South-West and coordination in Yaoundé.

Cameroon is a fairly stable country. However, the Far North region remains an area of ​​great vigilance with the presence of factions of Boko Haram on the border with Nigeria. Likewise, the North West / South West regions are very unstable.

In Chad, the gravity of the humanitarian situation can be explained by several factors: high infant mortality rate, nutritional insecurity, insufficient health coverage, instability and security risks, fluctuating population movements and recurring natural disasters. In addition, the country is also affected by the regional conflict which shakes the basin of Lake Chad. Action contre la Faim's interventions date back to 1982 in the Kanem region and are associated with the various health and nutritional crises that the country has experienced. Since 2011, ACF in Chad has placed the prevention, detection and treatment of severe acute malnutrition at the heart of its intervention.

The ACF intervention in Chad aims to guarantee the nutritional security of populations through programs in the areas of nutrition & health, mental health & care practices, food security & livelihoods, water, sanitation and hygiene, and disaster management while emphasizing cross-cutting humanitarian advocacy work with stakeholders in these sectors.

Our programs are part of ACF's 2020 strategy in Chad, which is divided into 3 main areas:

Contribute to responses to humanitarian crises and emergencies throughout Chad.

Contribute to strengthening the nutritional security of populations by addressing the immediate and underlying causes of undernutrition and improving accessibility to basic services

Support structural issues related to the nutritional security of populations

You will be based in Yaoundé, Capital of Cameroon where the security context is very stable. Yaoundé is a modern city with modern establishments (hospitals, restaurants, supermarkets, sports halls, schools…). Expats stay in a single house, in a guest house with basic services (water, electricity, internet) or in a hotel. Recently ACF has developed a COVID response and Yaoundé has become an operational base, in addition to its coordination role.

The role :

You ensure the safety of ACF / AAH interventions in Cameroon (and Chad) in its intervention areas. More precisely you will be in charge of:

Design and implement ACF's humanitarian access strategy
Define and implement the ACF safety management system
Train and sensitize ACF staff to the security environment, procedures and security rules

The candidate :


Holder of a Master 2 in the relevant disciplines (management of humanitarian projects, international relations, security assessment), you have at least 3 years of experience within an international NGO, in a position related to staff security and organization, risk assessment, security management and security awareness.

You have excellent writing and analytical skills. You are recognized for your managerial skills, and you have experience in an unstable security context. You have interpersonal skills (representation with authorities and partners. You know how to be autonomous and manage priorities. You demonstrate rigor, adaptability and responsiveness. Your skills in team facilitation are demonstrated. Fluency in French at written as oral essential and English at a good level You have excellent resistance to stress If you have ACF experience this will be considered an asset.

Conditions:
Contract : 12 months c ontract fixed-term use of French law

Compensation and benefits :
· Gross monthly entry salary of 2450 € to 2800 € depending on experience.
· Per diem and living expenses : € 521 (cf eurocost) net, paid on site.
· + 150 € Allocation context
· + 16% of the gross monthly salary for retirement insurance reimbursement for non-French people.
· + Allowance child

Transport and accommodation :
· Support for trips to and from the workplace.
· Single room in collective accommodation supported (specify if individual accommodation).

Medical coverage : 100% coverage of medical costs + repatriation insurance.

Leave and RnR : **
· 25 days of paid vacation per year. **
· + 20 RTT per year. **
· + 215 € paid for the recovery period (every 3 weeks, reference area: Gabon). **
· Collection of transport tickets to the reference recovery area. **

Training :
· Unlimited and free access to the Crossknowledge © e-learning platform.
· Intermission trade workshop once a year.
· Contribution to external training costs according to the relevance of the file.
