Primary Function
The OPSEC and Security Clearance Manager provides direct support to the Director of Security in the development and maintenance of an Operational Security (OPSEC) Plan for Balad Air Base. This plan must meet the requirements of the current 'National Industrial Security Program Operation Manual' (NISPOM) and the Defense Contract Security Classification Specification (DD Form 254). Another key purpose is to comply with the Sallyport 'Program of Work Statement' (PWS) and relevant sections of ISO 18788 'Management Systems for Private Security Operations.'
The of this job includes taking special responsibility for developing the 'Insider Threat Program' (ITP) and integration of the ITP with other OPSEC policies and initiatives on the F-16 Program. The position also requires the appointee to obtain and maintain a security clearance to include access to secure documents with a SECRET classification, and implement storage capability to the same level.
Responsibilities
Develop and maintain the OPSEC Plan for Balad Air Base. This will require periodic review and updates throughout the life of the contract. The OPSEC plan will:
Analyze and document the OPSEC environment to include a risk assessment and identification of critical information of OPSEC threat and vulnerabilities adversaries might exploit to acquire critical information.
Identify actual and proposed OPSEC measures for Balad Air Base and with guidance from Director of Security ensure all OPSEC measures are implemented.
Review and revise the Project OPSEC Plan as necessary.
Serve as a repository of OPSEC history for the Contract.
Collaborate with Facility Security Officer (FSO) at Corporate HQ, Security Managers and Risk Management personnel on Balad Air Base to improve OPSEC in line with appropriate US DOD reference documents, such as:

In collaboration with others from Security Management and Risk Managementthe post holder is responsible for coordination and integration of a 'Security Awareness Program' to include related subjects to include the following as a minimum:
Insider Threat Program (ITP)
Safety Awareness when Travelling
Hostage Survival Program
Active Shooter Program
Responsible for supporting efforts that impact OPSEC to include working with Clients and other key Stakeholders.
Convene and coordinate an annual 'Program OPSEC Assessment.' Assist in the review of contract requirements focusing on OPSEC considerations.
Disseminate updated OPSEC or threat information to project personnel Security team members, affiliates and subcontractors if they have access to classified information.
Conduct OPSEC briefing(s) to Clients and Customers upon approval of the plan by Director of Security and FSO in Corporate Office.
Advisor to the Director of Security on all OPSEC matters.
Develop/Disseminate the project 'Critical Information List' (CIL).
Promote OPSEC awareness within the project at Balad Air Base and encourage clients, subcontractors, and suppliers supporting the program to develop and implement procedures in compliance with the Program OPSEC Plan.
Remain cognizant of emerging OPSEC threats and vulnerabilities that may adversely impact the program and communicate them to the Director of Security.
Work with Department Heads others as approved by the Director of Security to manage all aspects of OPSEC, Security Clearances and the 'Insider Threat Program' (ITP).
Carry out other duties and tasks that are reasonably expected within the broad scope of this role and F-16 program as a whole.

Job Requirements
Essential to have at least 3 years' experience of OPSEC and Clearance processes in US Military (any Branch) or as Contractor in US company.
Highly desirable to have at least 1 years' experience as a Civilian Contractor in the Middle East in a role that included supervisory management.
Must have >3 years military experience, ideally at the rank of Sergeant or above. Suitably experienced USAF Officers preferred.
Must obtain and maintain final SECRET security clearance to work with classified information and material, IAW DOD 5220.22 and 'National Industrial Security Program Operating Manual' (NISPOM).
Essential: Knowledge of Base Security techniques and understanding of procedures, including electronic and other surveillance methods, physical barriers, static guards, vehicle /personnel search methods at entry checkpoints, defensive operations and use of (quick reaction) maneuver assets is essential.
Essential: Awareness of US Military doctrine, operational concepts, especially USAF base security concepts,.
Essential: Awareness of security concepts/operations such as the Balad Air Base Performance of Work Statement (PWS).
Highly desirable: University/college education at Diploma level or higher.
Highly Desirable: Security of digital Information, radio communications, and data security.
Knowledge of 'Insider Threat' and 'Security Awareness' initiatives are particularly valuable.
Preferred Qualifications
Must be thoroughly familiar with Operations Security (OPSEC) strategies/methods; able to take the lead in efforts to reduce program vulnerability from adversary collection and exploitation of critical information.
Ability to produce clear, concise and reports of sufficient quality to be presented to PMO, Clients or Corporate level.
Able to deliver training and 'Insider Threat' and other 'Security Awareness' briefings at the appropriate level for a wide range of different audiences.
Possess strong analytical skills with the ability to persuade/advise senior decision-makers on OPSEC matters.
Highly developed administrative and IT skills, including maintenance of records (digital and paper).
Excellent eye for detail and strict adherence to approved process' and procedures.
Consistently demonstrate integrity, trustworthiness loyalty and commitment.
Understanding of cultural factors and sensitivities when working with Iraqi Military and Iraqi civilian co-workers.
Willing to be flexible regarding hours and respond quickly to time-sensitive or urgent requirements.
Ability to work in harsh climatic conditions and under austere living conditions with the potential for an element of danger.
