DUTIES:
The OMSS Logistics and Property Manager has overall management and oversight responsibilities for all OMSS 1) Logistics operations and for 2) all property and asset management and accountability. Has complete oversight of the activities of the managers and workers related to operations of receiving, stocking, inventory management, issuing, shipping and eventual disposal of all equipment, assets, parts, supplies, materials and consumables used by and for OMSS and BLiSS operations. The role of the Logistics and Property Manager is to provide strong leadership and effective management of all subordinates to affect their management of all processes related to the receipt, movement and storage of government assets and materials. Has operational and financial responsibility for all OMSS and BLiSS property inventories as it relates to the accuracy required by the Department of State for their Iraq Embassy mission. Supervises and trains other logistics staff assigned to the program as directed. This position is located in Iraq and reports to the Program Management Office (PMO) Manager. This is a managerial position primarily based at PAE's initial Task Order (TO) location, the Baghdad Embassy Complex (BEC), in Baghdad, Iraq and will be associated with the Program Management Office (PMO). This position also has full responsibilities over the OMSS logistics and property management operations for the DOS facilities at the Baghdad Diplomatic Support Center (BDSC) located next to the Baghdad International Airport (BIAP) and at Union III, in Baghdad. This position will recruit, oversee and facilitate employees at these additional locations and coordinate country-wide logistics and property management compliance. Periodic in-country travel to these sites will be required.
Other duties and responsibilities include:
Coordinates with and works closely with the Operations Managers at each of the 3 DOS facilities as all non-PMO personnel are direct reports to these managers.
Oversees the management and supervises development and performance of the logistics and inventory management teams
Effectively maximizes accountability documentation with a strong focus on customer service.
Supervises personnel and activities as they relate to the movement of all material throughout the three bases.
Ensures proper material controls are in place and that all logistics and inventory operations are in compliance with all company, DOS, and FAR requirements.
Coordinates departmental priorities with property and warehousing teams
Has the ability to act independently to oversee and accomplish successful operations for all assigned areas of responsibility.
Has the ability to work with minimal supervision and manage operations in a high stress environment to meet all requirements and obligations.
Demonstrates an ability to exceed PAE’s high standards of customer service.
Performs miscellaneous special projects as assigned.
Willing and able to travel and work in austere/volatile areas.
Other duties as assigned.
EXPERIENCE:
At least three years of progressive experience in a high-volume logistics environment to include multi-unit receiving/inventory and logistics supply management operations.
Thorough and complete working knowledge of supply chain management (SCM) systems particularly in relation to accurate inventory, asset, and property management.
Experience and knowledge of procurement operations, property inventory and asset management, loss prevention, supply chain organization and logistical scheduling.
Have demonstrated experience in working successfully, competently and professionally with all types of operations managers and functional managers across various functional areas and disciplines.
Candidate must be able to demonstrate analytical skills, researching skills, strong MS Office Suite skills and possess the drive to learn new computer tools.
REQUIRED:
Education: Successful completion of a four-year curriculum from an accredited college or university leading to a bachelor's degree in engineering, business or equivalent related field.
Certified Professional Property Administrator (CPPA) or Certified Professional Property Manager (CPPM) level certification from NPMA or ability to obtain within one year
Security Vetting: Must possess or be able to obtain a DOD or DOS Secret Clearance and must maintain that eligibility at the Secret clearance level for the duration of the contract.
Language Skills: Strong professional English communication skills, both oral and written.
Medical: Favorable passage of a drug screen and physical examination.
Driver’s License: Valid Driver’s License from Home of Record (HOR).
DESIRED:
Candidates must have a strong commitment to maintaining a high performing team which delivers high customer satisfaction.
Relevant overseas contracting experience.
Experience working with PAE.
Knowledge of the Federal Acquisition Regulation (FAR).
Experience using the Cost Point Financial System preferred. Knowledge of IBM Maximo a strong plus.
Experience with space management and maintaining accountability of government assets.

WORKING AND LIVING CONDITIONS:
This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50- 55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for
