The Need
IJM Latin America has programs in Guatemala, El Salvador, Dominican Republic and Bolivia, and is looking into expansion opportunities in Peru and other countries in the region. In the Dominican Republic, IJM’s program is addressing the commercial sexual exploitation of children -CSEC and other forms of human trafficking in close collaboration with the Dominican government, civil society, NGO partners and the community. IJM’s role is to activate agents of change and to accompany Dominican justice, rule of law and law enforcement agencies to assume ownership of and capacity to rescue, protect and restore victims and to hold perpetrators accountable. Such ownership and increased capacity should result in decreasing the impunity and prevalence of CSEC and human trafficking.

IJM DR Country Director is seeking a qualified, dynamic and proactive DILED, to lead a group of people with the purpose of improving the organizational capacity of Dominican police and other local law enforcement agencies to effectively address the crime of commercial sexual exploitation of children and other forms of trafficking, influencing at the strategic and tactical levels to to change and improve investigative methods, arrest of suspects for prosecution, , and protection and rescue of victims.

This position is responsible for the influencing key government officials and leadership of the Dominican Law Enforcement to make combating human trafficking a government priority. This position also develops and catalyzes the leadership and potential of external partners through matrix management that also includes the efforts of IJM agents; which, in turn, will add value to the institutions and their members.

The DILED role is based in Santo Domingo, Dominican Republic and reports to the IJM’s Country Director in the DR.

Responsibilities
Leadership and Management

Advocate with government authorities for the strengthening of structures to combat commercial sexual exploitation of minors, for the rescue of victims and for the accountability of perpetrators, in addition to advising the authorities during the application of said measurements;
Develop collaboration among all stakeholders and look for ways to create new networks to meet existing or new challenges.
Ensure Dominican police and law enforcement agencies increase their appreciation and collaboration with other areas of expertise like legal, prosecution, victim care and others to ensure a victim-centered approach.
Development and implementation of strategies and knowledge

Develop and manage a full-time internal investigation unit that mentors the police, obtains information from informants, directs operations, among other underlying responsibilities;
Develop and cultivate working relationships with the country's main authorities, with the aim of strengthening structures to combat crimes of sexual exploitation of minors.
Design and lead the implementation of strategies to strengthen the capacity of the Dominican Police Department against Trafficking in Persons (DTT) and the Specialized Unit against Trafficking in Persons, Attorney General's Office (PETT);
Support the implementation of law enforcement strategies aimed at reducing the prevalence of sex trafficking;
Develop replicable models and programs of law enforcement development, in collaboration with local and global teams of IJM, DTT, PETT and other local (ATB, etc.) and international expert organizations (UNODC, HSI / ICE, etc.).

Networks and Associations

Develop and manage a network of informants who can provide specific and credible information on cases of commercial sexual exploitation of minors;
Develop and manage a network of agents who can be mobilized to gather relevant information;
Develop and strengthen relationships with relevant government leaders, local churches, NGOs and other relevant organizations, creating close relationships for the smooth transition of new goals.
Training and Development

Continuously develop and improve a training program on various topics such as police management methods and investigative techniques, leading its execution;
Manage and compose a full-time internal investigative unit that mentors the police and strengthens the police system; and
Direct and supervise all efforts to train local authorities on best practices related to the investigation of human trafficking.
 

Requirements
University diploma;
Fluency and professionalism in Spanish , in writing and verbal; Proficiency in English;
Masters in areas such as: security, administration, social sciences or other related to the position, or Minimum seven (7) years experience in criminal investigation with a public law enforcement agency, international human rights agencies, international public body, private investigation, security company or national or military security agency;
Minimum three (3) years experience in managing / creating successful multidisciplinary teams;
Experience in cases of commercial sexual exploitation of children and adolescents and human trafficking;
International work experience is not mandatory, but it can be a differential;
Experience to establish, develop, train and manage operational networks;
Capacity and demonstrate experience in preparing plans at the strategic, tactical and operational levels, aimed at investigative activities, public security and private security;
Demonstrate ability to work covertly or supervise operations under reserve;
Ability and proven experience in planning, organizing and managing police training or connected to the security area.
Experience in police agency restructuring projects in developing countries is desirable.

Travel requirements
