Post Context:
Joint Military Affairs (JMA) reports directly to Chief of Staff (COS) at HQ EUFOR and belongs to the Special Advisory Group to COM EUFOR. JMA provides subject matter expertise and technical support in the areas of arms control, demining and mine action activities to the Bosnia and Herzegovina (BiH) authorities. JMA verifies and monitors the Movement Control of Military Ordnance, Munitions and Equipment, Ammunition and Weapon Storage Sites (ASS / WSS) activity and their management and the activities conducted by Defense Industry Factories (DIF) in BiH. JMA monitors and mentors all mine clearance activities conducted by the Armed Forces of Bosnia and Herzegovina (AFBiH) authorities and provides Mine Awareness Training (MAT) and Mine Risk Education (MRE) to members of EUFOR, the EU-Delegation, the International Community (IC) and to local population. JMA provides Subject Matter Expertise to COMEUFOR, the EUSR, the EU-delegation, IC and the applicable BiH authorities on areas within its remit and as directed by COM EUFOR.
The JMA Ammunition Technical Advisor (ATA) works for the Arms Control Section within JMA, supporting and advising the JMA branch. He/She reports to the JMA Ammunition & Arms Control Advisor and works under his/her direction.
PRINCIPAL DUTIES:
1. Mentors advises and monitors on compliance with ammunition storage and transportation safety standards by AF BIH in accordance with NATO doctrine.
2. Monitors and advices on compliance with ammunition storage and transportation safety standards by AFBIH.
3. Monitors holdings of weapons and ammunition based on data contained in the database called “Data Access and Retrieval” (DARe).
4. Monitors the procedures for and provides technical advice on, the storage and transportation of ammunition by the AF BIH and EUFOR Contingents.
5. Conducts staff assistance visits to AF BIH ammunition storage sites including the production of reports and recommendations on safety at the various sites.
6. Advises on foreign or unknown ammunition natures including Hazard and Compatibility categorization.
7. Provides mentoring and advice to the MoD/AF BiH on: disposal of excess or obsolete ammunition and explosives; compensation of shortfalls in ammunition storage and transportation safety; development of training plans and curricula for ammunition technical personnel of the AFBiH; internal inspections and accountability regimes; implementing NATO and other international standards in ammunition and weapons storage management.
ADDITIONAL DUTIES:
• May be required to travel for official duty within and outside EUFOR Theatre of Operations.
• Performs other duties as directed.
QUALIFICATION
ESSENTIAL QUALIFICATIONS:
1. Professional Experience:
• A minimum of 4 years of relevant professional experience, including experience with international organizations and/or multinational formations.
• Extensive experience in drafting reports, memorandum, point papers and statistics.
• Extensive knowledge of International and European Arms Control Agreements and Conventions.
• Extensive knowledge in ammunition storage, transport and associated safety standards at major Storage Depot level.
• Experience in explosives storage licensing.
• Experienced in logistic disposal of ammunition as well as by Open Burning/Open Detonation (OBOD) and EOD procedures.
2.Education / Training:
• Serving military officer with Ammunition Technical Officer (ATO) qualifications/certification, or holder of a junior college degree in Military Science, or equivalent civilian qualification such as Mechanical Engineering.
• Formal technical education to international practice (e.g. explosive ordnance engineering, logistic demilitarization and destruction of ammunition, processing and repair of ammunition and explosives, ammunition accident investigation, and explosive ordnance disposal).
• Valid driver license.

Employment Conditions:
The successful candidate will be offered a 12 month initial contract which may be extended subject to satisfactory performance, and the continued operational need/funding for the position.
The starting salary for an ICC-4 position is EURO 5,283.00 per month (exempt from local taxation).
