Location: Hanoi, Vietnam.
SCOPE AND EFFECTIVENESS
This position performs broad and extensive assignments related to a complex administrative/financial program spanning maritime law enforcement and fisheries enforcement programs in Vietnam, as well as legal aspects of maritime law enforcement involving partner nation agencies throughout the region.
MINIMUM QUALIFICATIONS
U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and medical clearances for overseas posts. (Security clearance upgrade to TS level may be required).
Bachelor’s degree from an accredited U.S. institution and five (5) or more years related experience; or Associate’s Degree plus seven (7) years of related experience; or ten (10) years of related experience. Related experience includes work with the Department of State, Department of Defense, U.S. Coast Guard, United Nations, or international community in the field of maritime security, maritime law enforcement, international relations, and/or public administration.
Demonstrated five (5) or more years of experience developing project proposals, drafting related reports/documents, annual budget proposals, strategic planning, policy development, and managing security assistance programs, particularly those related to maritime security.
Demonstrated two (2) or more years’ experience in planning, scheduling, implementing and reporting on projects, to include assessment, monitoring and evaluation functions.
Demonstrated three (3) or more years’ experience working with international maritime law enforcement agencies supporting law enforcement operations and investigations, such as maritime enforcement agencies, coast guards, maritime police, or maritime environmental resource protection enforcement.
Proven ability to work effectively with host-nation counterparts and international organizations to further program objectives and prepare timely and concise reports.
