We are seeking an experienced individual to join our team as Head of Node, setting up and managing the NODE Department, supervising the Control Room in collaboration with Law Enforcement Unit (CCA HQ) and providing various analysis to the teams and to the Regional Coordinator and the main focal point for safety and security related issues. Supporting Transhumance, LE, DEVCOM and other teams operating in the field.
Job Summary:
This is a new position aiming at improving our current network at local and regional levels, allowing by accurate data collections and verifications to keep a live and updated contextual analysis mapping of the environment we operate in and around, with a focus on the regional transhumance and other activities.
The Head of Node will be providing safety and security advise to our teams in CAR and to the Regional Coordinator (DRC) where and when necessary and liaise with other AP entities in the region. Specific responsibilities include the set-up of a Chinko “Antenna”, staff mentoring and training, networking, data collection and management, mapping and reporting managing different information systems.
Applicants need to have a proven ability to analyze complex security issues and contexts with practical knowledge of safety and security practices and principles. He / She must be able to lead teams remotely. He / she will have training abilities allowing to build gradually the capacity of his / her national team.
Main Responsibilities:
* Set up and lead a new “NODE” department focusing on collection, verification of new data, use of existing data allowing to expand the contextual analysis of the local dynamic in a large area of Eastern CAR (Safety, Security, Law Enforcement, Transhumance, main actors, infrastructure)
* Sharing and coordinating with different departments at Kocho HQ and other AP or partner(s) in the region.
* Manage a small operational team, (remotely) including supervision national staff and oversight of local budget, logistics and administration
* Manage the HQ Control Room and staff as directed
* Support and assist Law Enforcement, Transhumance, DEVCOM and other Departments as directed
* Support the HQ in maintaining an active information network, which includes NGOs, the UN, military forces, and other national and international actors throughout the region.
* Support, clear and monitor AP CAR “Chinko” teams operating in and outside CPA reviewing policy SOP’s and assisting in crisis management coordination.
Mandatory Requirements:
Fluent French required and some English working knowledge preferred.
Military, Police and / or INGO Security background.
Strong data collection/analysis experience, ideally with new know-how of Comms/IT/GIS tools.
Experience CMCOORD, HUMINT, UN-INGO data collection/analysis.
Experience in volatile/conflict-affected environments.
Recent experience in Central African Republic - ideally in an NGO safety role or equivalent - and demonstrable understanding of the security dynamics and context.
Experience in staff capacity development and training
Experience with NGO security and/or project management.

Terms & Conditions:
Fixed term of 12-month contract (renewable) with start when border will be open. Salary, 3 months in the field followed by 21 days leave (excl. travel days), end of year bonus (on performance), Medevac and in patient international cover, Food and Accommodation provided (Pdiem outside CPA).
