Deputy Guard Force Manager , Iraq

Primary Function

Serves as the Deputy Guard Force Manager (Deputy GFM) responsible for the overall supervisor of the guard force and all those working in the controlled and restricted area. The Deputy GFM is responsible for supervising the overall security, maintenance and support services directed with Iraqi Airforce, Sallyport static/mobile guards, and other security force elements operating inside of the area of responsibility. Manages and provides expert guidance in all aspects of flight line security. Ensures compliance with security and company procedures. Using inspections and threat analysis provides guidance and recommendation to mitigate potential threats both hostile and non-hostile'to the airfield. Works with higher management to support VIP and distinguished guest arrival. Coordinates and records time and scheduling for the guard force, while providing recorded copies upon request for inspection. Works to strengthen relationships with IQAF and other departments that operate on Balad Airbase. Provides recommended actions of disciple to the security director for the personnel working for the flight line security department. Fulfills the Guard Force Manager's position in his absence. The Deputy GFM shall under guidance of the Security Operations Manager and Security Director develop tactics, techniques, and procedures (TTP's) for security operations designed to protect Clients and key assets on Balad Air Base. Deputy GFM supports Guard Force Manager in day-to-day operations and stands in for the Guard Force Manager to cover R&R.

Responsibilities
Utilizes extensive experience in physical security and force protection operations (preferably in a United States Air Force Security Forces background) to provide command and control of the Ground Security Guard Force on Balad Air Base.
Ensures that the program vehicles are in a state of readiness.
Ensures that the flight line guard force maintains required standards through ongoing training and supervision.
Reviews and revises security SOPs, Policies and Risk Assessments and operational documents as required or delegated by the Security Operations Manager.
Provides leadership and management to personnel assigned while reporting directly to management, up to the Director of Security, as needed.
Applies sound tactical and operational judgement in executing mission and contractual requirements as referenced in the Base Defense Plan (BDP) and Performance of Work Statement (PWS).
Assists in ensuring compliance and implementation of ISO 18788: 'Management Systems for Private Security Operations.'
Works with department heads on emergency response plans at the direction of the Director of Security.
Supports Guard Force Manager in managing large teams of U.S. and international personnel performing work as assigned.
Ensures a high degree of customer satisfaction by facilitating quality, on-time performance and best return on investment.
Provides support in the mobilization, transition, and full performance of the contract.
Stands-in for the Guard Force Manager by acting as a point-of-contact (POC) for meetings relating to the contract or client relations, to include attendance to represent the Sallyport Security Management team.
Provides status updates, briefings and advice as required by Director of Security or others regarding ongoing security operations to include recommendations on operational problems/issues.
Coordinates with other external Sallyport Departments on Balad Air Base as required by Security Operations Manager such as: Sallyport Construction, Contract Watts, Flour or QA/QC.
Serves as liaison with IQAF Senior Officers as required by Security Operations Manager on Iraqi guard force operations and training-related matters.

Job Requirements
Essential: Knowledge of Security techniques and procedures Flight line/ Entry Control Points operations physical barriers, static guards, mobile security vehicle / personnel search methods at entry check points, defensive operations.
Essential: Awareness of security concepts and operations as per the Balad Air Base Program of Work Statement (PWS).
Essential: Understanding of Risk Management methodologies.
Must be thoroughly familiar with US Air Force Security Forces flight line operations.
Must be thoroughly familiar with Security Operations strategies to develop tactics, techniques, and procedures (TTPs) for security operations designed to protect clients and key assets on Balad Airbase.
Sound working knowledge of ISO 18788 'Management Systems for Private Security Operations is highly desirable.
Good interpersonal skills, leadership and communications skills that will create and maintain positive working relationships in a 'post-conflict' environment and within multi-national teams.
Strong analytical skills with ability to persuade and advise senior decision-makers on security matters.
Excellent administrative and IT skills, including report writing, SOP review and maintenance of disciplinary and other records (digital and paper).
Strong leadership qualities but calm under pressure.
Ability to exercise sound judgement, prioritize competing tasks and demonstrate reliable leadership in a high tempo and occasionally stressful environment.
Consistently demonstrate integrity, trustworthiness loyalty and commitment.
Understanding of cultural factors and sensitivities when working with Iraqi Military and Iraqi civilian co-workers.
Willing to be flexible regarding hours and respond quickly to time sensitive or urgent requirements.
Physical Requirements and Working Conditions
Ability to work in harsh climatic conditions and austere living conditions with the potential for an element of danger.
