Police Advisor – 100%
Starting date: July 2020 or mutually agreed date (conditional upon COVID-19 international travel restrictions being lifted)
Duration: 14 Months, (possibility of extension)
The role
The Police Advisor will support the implementation of an 18 month EU funded programme in Ethiopia that provides advisory and technical assistance to the reform of the Ethiopian Federal Police (EFP). Under the direct supervision of the National Project Coordinator in Ethiopia, the resident Police Advisor provides advisory, training, and mentoring support to the EFP. The Police Advisor may be asked to provide occasional support to other activities of the Division in the region as requested by the Head of Division. In the framework of the project, the day to day duties the Police Advisor may be tasked with supporting the EFP in conducting assessments, training, organization of workshops/conferences, and providing strategic advice to reforms in areas related to policing doctrine development, strategic planning, public order, investigations and/or internal oversight.
Project and program implementation:
Conduct structured and informal assessments, analysis of needs/opportunities, or support the EFP to conduct self-assessments in areas of strategy, doctrine, internal oversight, investigations, public order, and any other emerging areas of police reform
Provide advice on strategy development and reform opportunities related to public order, investigations and/or internal oversight
Facilitate the coordination and organization of technical working groups established under the programme
Support the set up, discussions and organization of the police Joint Council and support the Joint Council to be able to assess, plan and formulate doctrine/reform strategies.
Contribute to the design and delivery of trainings and workshops for the EFP;
Provide mentoring or advising support to the EFP and members of the technical working groups;
Design project documents, workplans, and help in drafting progress reports;
Support the development of strategies, action plans or reform concepts;
Monitor and manage consultants, including drafting terms of reference, quality control over their performance;
Support and facilitate donor coordination in the sector;
Documentation of emerging good practice and lessons learned from programme implementation
Undergo additional tasks as requested by the National Project Coordinator
YOUR EXPERIENCE
A minimum of four years of international experience in police reform contexts as an advisor or programme manager
Some international experience in support supporting the development of reform strategies, and mentoring/advising senior command in a reform context. Specific programme management experience is a distinct advantage
A minimum of 10 years of operational policing experience in investigations, public order, or senior command roles.
Experience in working in Ethiopia, Sub-Saharan Africa is desirable but not a requirement
Knowledgeable and in-depth understanding of security sector governance
Familiarity with project planning and design, budget management, project implementation and monitoring and evaluation.
Excellent communications skills, and a perfect command of written and spoken English;
Excellent organisation skills with strong attention to detail.
Advanced university degree (or equivalent work experience) in international relations, peace, or security studies.
Familiarity with the UN, EU, AU, ECOWAS, and other intergovernmental and/or regional organisations.
Knowledgeable in using Excel
