Consultancy: Risk Management Content for a Safety and Security e-Learning Course

The Transparency International Secretariat (TI-S) in Berlin is seeking a consultant to develop the content for an e-learning course on safety and security that enables National Chapters’ to conduct risk assessments following the risk management cycle of risk assessment / risk treatment / risk response / recovery.

The content should be based on a practical approach that allows National Chapters to easily apply it to their own contexts. At a later stage, this content will be transferred into e-learning modules and made available to our National Chapters.

In particular, the content should:

Guide National Chapters through the different steps of risk management including identification and analysis of risk exposure, examination and application of risk management techniques and monitoring of results.
Cover different types of risks, such as physical risks, cyber security risks, reputational risks or any other risks deriving from the National Chapters’ activities, which are for example receiving corruption complaints, seeking litigation for corruption cases or demanding accountability from public officials and private stakeholders.
Enable National Chapters to implement risk management with little resources.
Maintain a practical implementation-focused approach that allows adaptation to different contexts.

EXPECTED DELIVERABLES
In close cooperation with the coordination team at TI-S, the consultant is expected to develop the content for practical risk management aimed at our National Chapters.

This includes:

Draft outline and structure of the content.
Final capacity building content that enables National Chapters to manage risk.
All materials are to be submitted in English in electronic form, in accordance with the deadlines stipulated above. The TI Secretariat retains the sole rights with respect to all distribution, dissemination and publication of the deliverables.

WORKING ARRANGEMENTS
The consultant is expected to work very closely with and report to the coordination team at TI-S. There will be check-in meetings throughout the process. TI-S will ensure the organisation of logistics associated with this review.

REQUIRED COMPETENCIES & QUALIFICATIONS
University degree in social science/ political science methods, strategic management, evaluation or related field, or equivalent experience
Proven NGO or civil society security experience
Proven experience in developing/ delivering capacity building in risk assessments for NGOs
Experience with risk management in regions such as Sub-Saharan Africa or Latin America
Excellent command of English to a native speaker’s level, additional languages a plus
Good presentation and communication skills
Previous experience in successfully conducting similar assignments
Innovative, open-minded, culturally sensitive personality
REMUNERATION AND COSTS
The consultant should provide their estimated total fee as a lump sum or as standard daily or hourly rates, before any VAT or other charges.

Guidelines for handling overhead and travel expenses
1. Overhead
Regular overhead expenses associated with the Consultants maintaining their place of business, such as rent, telephone, utilities or stationary, are included in the Consultant’s professional fee, except where explicitly agreed otherwise in the contract.

2. Travel
Travel and accommodation expenses will as far as possible, and where applicable, be recovered from the institutions and companies hosting events or using the outputs provided by the Consultant.
Where such cost recovery is not possible, all travel is subject to prior approval by TI-S staff responsible for the financial management of the Project or TI Budget Line that will support the costs of travel. TI shall not issue travel advances to the Consultants. For accommodation or travel by air, rail or coach, they will instead have to contact TI-S that will make travel arrangements on the Consultant’s behalf.
All travel booked by TI-S will include travel health and accident insurance with worldwide coverage and Economy class only; accommodation will aim to achieve best value for money up to a 4-star category.
Consultants shall be entitled to invoice TI-S only for local transportation and visa cost (if applicable).
Subsistence allowance (per diems) and expenses for individual meals cannot be claimed. These are part of Consultant’s business expenses.
