Job Description (Roles and Responsibilities) 
Main purpose of job:

To provide administrative support to the Post Security Officer and Overseas Security Manager. Liaising with host authorities, and non-government organisations regarding the security situation in South Sudan, with a particular focus on Juba. Assisting with the maintenance and provision of security across the UK government operation. Provide support to the Head of Transport & Logistics


Roles and responsibilities:

As Post Security Manager, you will be required to provide post security responsibilities from physical to administration in support of the Overseas Security Manager, ensuring a safe environment for the staff of the British Embassy Juba to live and work in.  An essential component of the role will be establishing and maintaining relationships with key stakeholders and partners. The jobholder will be required to liaise with diplomatic missions, state authorities, non-governmental organisations and private companies. Building a network of key contacts and supporting partners to assess the dynamic security environment and contribute to the effective management of the UK countywide operation in South Sudan, with a particular emphasis on protecting staff and assets in Juba and facilitating and supporting field teams on deployment across the country. In addition to the liaison and logistical role, the security manager will also be responsible for the equipment husbandry of an extensive stock of specialist items. Managing the distribution, collection and maintenance of this equipment is an essential element of the role, as the operation is heavily reliant on technical and physical hardware to support our diverse operation. The security manager will assist with field trips and the risk assessment of locations.

The Post Security will have a good level of verbal and written English and is expected to write reports and undertake analytical assignments.

Duties

Manage security inventories and equipment
Maintain and forge new contacts with security agencies including Diplomatic Protection Unit and other Diplomatic missions
Manage and record monthly payments to the Diplomatic Protection Unit
Conduct checks of Security (including alarm tests) at each accommodation plot reporting any issues to the OSM.
Assist the OSM in providing training for international and local staff members
Play an active role in Post Crisis Management preparation and training.
Assist as required in the familiarisation of international staff with Juba
Issue and maintain the store of Personal Protective Equipment
Issue radios as required to international and nominated local staff
Maintain the digital radio spares inventory
Conduct radio checks
Maintain the radio call sign list
Carry out regular checks of Satellite Phones recording any faults and liaising where necessary on payments for services.
Ensure that unserviceable equipment is subject to repair
Maintain the Telephone Tree
Assist the transport section in recording armoured vehicle records and submitting to Estates and Security Directorate as and when required.
Assist in the arrangement of VIP visits and representational functions.
Establish and maintain a South Sudan incident database
Maintain the Juba criminal incidents database and provide monthly reports on incidents.
Assist in maintaining the Juba staffing platform database.
Produce weekly Security Report
Protocol and Transport support services – when necessary
Airport liaison for official visitors and diplomatic clearances
Management of fuel handling / fuel consumption – when required
Liaison with local Government authorities vehicle registration and other operational needs.

Resources managed (staff and expenditure):

The Post Security Manager will closely monitor the performance of a privately contracted civilian guard force and Diplomatic Police Officers posted at our residential plots.

Essential qualifications, skills and experience 
Knowledge of Microsoft Word and Microsoft Excel
Logistics and equipment management
A good standard of verbal and written English is required
