Local Police Specialist, Intelligence, and Anti-gang Specialist – Police Advisor Level II

We are presently identifying candidates for the following position: Local Police Specialist, Intelligence, and Anti-gang Specialist – Police Advisor Level II. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in U.S. Embassy, El Salvador on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:
Minimum Qualifications
Local National
MRPT Clearance (U.S. Citizens & TCNs) or RSO Clearance (LNs)
Post graduate degree in international relations, law, law enforcement, project management, public policy, sociology, or related field, and three (3) years of experience in the field of specialty; or Bachelor's degree in international relations, law enforcement, public policy, sociology or related field and five (5) years of experience in the field of specialty; or ten (10) years of relevant experience.
Experience briefing in Spanish or English as appropriate.
Ten (10) years of progressively responsible, professional-level experience in a law enforcement agency with at least five (5) year specialized experience in the collection, analysis and dissemination of law enforcement intelligence.
FSI level 4/4 Spanish, level 1/1 English
Proficient in Microsoft office suite, to include Word, Excel, and Power Point, and ability to learn new software.
Must have proven courses on Criminal Intelligence, Anti-Gangs, Law Enforcement or equivalent.
A valid El Salvadoran driver’s license.
Preferred Qualifications
Ten (10) years of experience working with or as an officer of the El Salvador police with a focus on operations, structure, and current crime prevention strategies.
Comprehensive and detailed knowledge and understanding of Community Policing, Intelligence-Led Policing, Citizen Contact, Information Cycles, Gang Resistance Education and Training, and Police Athletic League activities.
Five (5) years’ experience as a train-the-trainer and/or police instructor for courses related to citizen contact, information cycles, gangs, PNC intelligence, and investigations.
Two (2) years’ experience working with PNC officers at the delegation level with a focus on the implementation of an intelligence-led policing strategy.
Responsibilities
This position is located in San Salvador, El Salvador. Travel/driving within El Salvador is expected on a daily basis, and international travel may be required on an infrequent basis.
Work closely with INL Model Police Precinct (MPP) Advisors and the INL Police Advisory Team.
Works on-site with police commanders at the Police Delegations nationwide.
Performs hands-on mentoring at the sub-delegations and police posts to ensure they are all working towards the same goals and objectives.
Provides direct guidance to PNC officers at the delegations, sub-delegations and police posts on the use of citizen contact cards, intelligence cycles, information gathering, data analysis for investigations and intelligence. Promotes INL-identified best practices through the MPP Program.
Provides PNC personnel the intelligence tools and strategies to be applied while conducting town halls and community outreach activities.
Must understand and implement the MPP comprehensive program in support of the National Police strategy.
Conducts needs assessment and reports findings resulting from site visits and meetings with PNC officers in the field; and makes recommendations for training.
Weekly reports of field activities are required.
Maintains open, timely, and effective communication with other INL police advisors, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
Continuously conducts needs assessments for equipment that enhances the capacity of the intelligence units at the delegation, sub-delegation, and police post level.
Maintains necessary data bases and files.
Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Reports on scheduled upcoming meetings, trainings, and other activities.
Assists in contacts with mid- and high-level government officials on a weekly basis and with lower-level officers on a daily basis.
Briefs INL, mission agencies, GOES authorities, and others on the current status of his/her programs and the gang situation in El Salvador
