Main purpose of job:
The role is expected to oversee and manage security of: buildings; access control systems, alarms, CCTV and all other security systems equipment; and procedures that surround these. A key part of the job is to provide insights around key security issues, risks and opportunities for improvement.
To support the Overseas Security Manager and be a point of contact for security matters in Pretoria.
To lead the wider team, to ensure a clear and supportive service is delivered to customers, and a close working bond developed with other parts of the mission in particular the
Corporate Services team.
Role and responsibilities:
Management of physical security at the British High Commission office, UKVI, British High Commissioner’s Residence, Compounds and Residential properties and DIT Johannesburg (30%)
With the support of the ROSM, manage the installation and maintenance of all physical security systems on our platform to FCO guidelines
Using trusted sources raise requisitions and provide purchase orders in a timely manner. Check quality of installation on completion of work and receive work on Prism
Oversee control of access control systems issuing passes also (white zone only) BHC, UKVI & DIT
Assist ROSM with conducting periodical physical security checks of residences including surveys before leasing
Administration of armoured vehicles, arranging servicing and repair also using Pyramid system
Administration of radios and satellite phones
Team leadership and management (15%)
Build and support a team that can deliver itself tasks set out above, under your supervision
Focus that team on customer service, close engagement with other parts of the mission, and enstil in them a strong service ethic
Ensure you and the team-work closely and collaboratively with the Corporate Services Team, so as to deliver a seamless and joined up service to the customer and make best use and ensure value for money from the overall budget available
Security advice and support (25%)
Provide general advice on procedural physical security matters at all our platforms
Carry out march-in for all new UK based officers to the BHC explaining all security and estates related issues
Assess and provide security advice and ground support to staff visiting challenging neighbourhoods and areas of the Pretoria
Provide security advice and support for VIP visits including Royal visits
Create strong working relationships with relevant South African Police Department, diplomatic police, local police and private security providers.
Deliver security for high profile events at the British High Commission host and the residence (ensuring that adequate police support is provided)
Keep abreast of the news, particularly the local and national news, and report any items of security significance – local protest or threats - promptly to the OSM and PSO
Attend the Post Security Managers meeting taking minutes and distributing/placing them on shared point
Occasionally accompany members of staff on visits outside of Pretoria
When called on, travel to Johannesburg or Cape Town to support major High Commission events and VIP visits
Security briefs for all LE new staff when they join
Weapon clearances for all VVIP visitors through Johannesburg or any other airport in SA
Security control and testing (10%)
Assist the OSM in carrying out bomb and incident drills at the BHC, UKVI and DIT
Periodic testing of satellite phones and radios
Administrative tasks (10%)
In conjunction with the ROSM, liaise with the South African Police Diplomatic Protection Branch and with the security staff at other friendly Missions, ensuring that necessary contact names/telephone numbers that would be required during an emergency are always up to date
Manage the local security expenditure budget attending monthly budget meetings with ROSM
Keep a record of all security contracts reviewing these each year with ROSM
Reporting (10%)
Prepare reports on matters of security interest, including regular quarterly incident returns, for the OSM and liaise with ESD in OSM absence
Report and record any breaches of security informing the OSM/PSO at the earliest opportunity. Focal point for unclassified threat reporting from the South African Police and Military, local risk management companies and the British High Commission Security team
Resources managed:
Security budget for all physical security enhancements, maintenance and contracts. Advice and support to two Security Managers.
Preference will be given to applicants who are holders of UK, US, Canadian, Australian or New Zealand Passports.
Essential qualifications, skills and experience
At least 5 years of experience in security management environment roles and team management positions.
Experience in dealing with third party contracts and managing outsourced resources
Risk Management training
Senior Security Supervisory role or ex military/police
PSIRA Registered Security Officer Grade A Certificate (with certificate from Training Centre) or something equivalent
Valid code B driver’s licence or higher – no limitations and also owner of vehicle
Proficient using the latest version of MS Office
Spoken and written English at least at Upper Intermediate level
Experience in contract management
