Purpose Of The Request For Proposal ((RFP)
We are requesting an expert external review, analysis and recommendations of its existing and proposed standard operating procedures and policies pertaining to safety, security, transport, risk tracking, communications and community entry, as well as, continuous work in communities in line with the country context. This will include an assessment on staff behavior and policy enforcement.



Section II: Proposal Submission Requirements: 
Qualified consultants (individuals or institutions) are required to submit competitive technical and financial proposals. Technical and financial proposals from qualified consultants must include but need not be limited to the following, and be no longer than 6 pages in total:
A demonstrated background knowledge in designing, analyzing and implementing safety and security protocols in a similar context
Details of work experiences with similar projects, including methodology used
A work plan outlining key activities and timelines
contact details of at least three (3) references of clients for which similar services have been performed
Consultants’ financial proposals must contain detailed breakdown of consultancy fees in the quotation- including but not limited to per diem.
Financial proposal prices must be quoted in United States Dollars
All proposals must be clearly written in the English language
Consultants must submit a signed cover letter transmitting the proposal package to the above address on the cover page of the RFP
Bidders must submit their bids electronically or to LMH office in Monrovia (details specified above on the cover page of the RFP). Technical and financial proposals must be submitted as separate PDF attachments
All bid pages must be numbered

All proposals submitted will be reviewed to determine that consultants meet the minimum requirements described in the RFP. An evaluation committee of  staff will evaluate and rate all proposals under consideration, applying the evaluation criteria described above. Finalists will be required to join for one or more interview at the  Monrovia Office or remotely.

Commitment: 5 weeks (at least 3 weeks in country)

Background:

Objectives

Drawing from experience and a systematic review of the current socio-economic status in Liberia, current and recent political events and review of organization’s existing systems and policies, the consultant will provide organization with expert advice to strengthen safety and security policies, procedures and implementation of such policies as relevant to organization’s work.
Analyze current risks to staff and operations in Liberia with and develop context-appropriate systems to enable senior leadership to track and respond accordingly
Review previous safety and security incidents confidentially and incorporate policy recommendations
Review and analyze all existing and proposed policies and relevant National Community Health Assistant Program Policies with a lense of safety and security and draft revisions where required
Compare current organizations similarly operating in Liberia whether companies, nonprofits or actors safety policies and effective practices

Expected Deliverables

Documentation and desk review of existing policies, identified areas of improvement, interviews with Monrovia and US based staff, weekly summary and status update

Week 1

Safety and security past incident review, field visit and trip report from grand bassa detailing profiling of varied community's leadership, cultural practices and safety and security issues

Week 2

Safety and security past incident review, field visit and trip report from Grand Gedeh detailing profiling of varied community's leadership, cultural practices and safety and security issues. Report on staff current understanding and adherence to policy and policy enforcement challenges

Week 3

Drafted policy and protocol recommendations, weekly summary and status update

Week 4

Finalized policy and procedures, recommendations and debrief with senior leadership, simple training materials and creation of guides/ curriculum with sample scenarios to facilitate org wide rollout.


Qualifications
An organization/individual with at least 9 years of experience in developing and implementing Safety and Security protocols for complex operations in a West African context. Experience specific to Liberia preferred.
Significant experience with policy design and community entry procedures in rural, limited infrastructure settings, particularly with common traditional practices in rural settings.
Demonstrated understanding and experience in best practices related to operations in community engagement and organizational presence in communities
Significant experience engaging government officials and stakeholders
Demonstrated strong analytical research and writing skills. Demonstrated ability to distill complex policies into easy to understand and enforceable guidelines.
Past experience working in similar contexts, especially with vulnerable populations in both emergency and non-emergency settings.
Fluency in English and excellent writing abilities
