We are presently identifying candidates for a Police Advisor – Police Advisor IV to work with International Narcotics and Law Enforcement (INL) in San Salvador, El Salvador on the Central America Regional Security Initiative (CARSI) Contract.

The CARSI Contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This
Initiative will focus on a series of Policing, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Police Advisor – Police Advisor IV are as follows:

Required
MRPT Clearance
U.S. Citizen.
Bachelor’s Degree in international affairs, police science, or other related field
FSI level 3/3 Spanish, Level 4/4 English
Competent verbal briefer in English and Spanish.
Fifteen (15) years demonstrated experience working with police, law enforcement, security or similar.
Three (3) years of demonstrated experience working in the area of community policing and intelligence-led policing.
Three (3) years of experience working overseas in an Embassy environment or similar.
Demonstrated experience in partnership building among stakeholders.
Demonstrated communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Physically able to work and travel in the region full time, including to remote/rural areas.
Knowledge and work experience with high-level strategic concepts and detailed real-world examples to effectively illustrate the objectives and progress of a project.
Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
Five (5) years of work experience in foreign assistance work.
Extensive work experience in communication and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to foreign assistance work.
Demonstrated excellent communication, social, and interpersonal skills
Proficient in Microsoft Office
Ability to work under time pressure, in a high-tempo environment.
Knowledge of U.S. Government operational and programmatic issues;
Demonstrated successful interpersonal skills.

Responsibilities
This position requires a work plan.
This position is located in San Salvador, El Salvador. Travel within El Salvador and some international locations is required.
Serves as the on-site expert on a full range of enforcement issues related to creating, establishing, managing, supporting, and mentoring to improve the current operation of the PNC with police commissioners at police delegations nationwide.
Coordinates program development, implementation, and reporting with other Salvadoran entities and INL’s advisors/contractors throughout the region.
Provides technical expertise guidance and resources to PNC counterparts on how to merge the operational tactics with community outreach and prevention activities.
Guides the PNC to implement best practices for reducing crime and violence nationwide.
Performs hands-on mentoring at the sub-delegations and “puestos” to ensure coordination through all levels of the PNC hierarchy.
Provides mentoring to improve police-community relations, establish ongoing partnerships between PNC-community-private sector, and provides ongoing guidance on improving PNC effectiveness in the delivery of services.
Synchronizes the National Police strategy with the MPP comprehensive program, serving as a liaison between host government counterparts and INL staff.
Leads PNC personnel at the delegation level to conduct town halls and community outreach activities involving community leaders, local authorities, school communities, and private sector among others.
Through monitoring, on-site analysis, and mentoring, ensures that the knowledge and material acquired by police officers during INL trainings is applied and implemented.
Continuously conducts needs assessments for training and equipment at the delegation level.
Provide strategies to delegation commanders on how to distribute the limited resources effectively.
Performs complex analysis in coordinating police initiatives to manage INL objectives.
Works closely with INL, U.S. law enforcement personnel, Embassy personnel, host government officials (including the Director of PNC) and others.
Conducts field observations of the Salvadoran National Police team but will not directly involve him/herself in police operations and will take all necessary precautions to remain well away from the site of any operation where there is a heightened risk of safety.
Actively develops relations with interlocutors;
Identifies the need for follow-up actions on information received and assists INL to take action expeditiously.
Reviews the organizational and operational capacities of El Salvador’s PNC deputy directors working relationships with the delegation commanders.
Develops a plan of assistance that will promote effective policing practices.
Fosters collaborative partnerships among the different PNC agencies to develop solutions and share information, as well as databases.
Mentors the PNC to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction.
Assesses the training needs of the PNC and propose training options for improving the tactics, techniques, interdiction methods, and procedures of host nation.
Ensures INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
Procures technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
Contributes to INL reports and prepare quarterly and annual progress reports on the projects assigned and corresponding budget execution.
Attends meetings with INL, U.S., and host government officials as requested, including regional working group meetings.
Provides the following reports as deliverables:
Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
Quarterly: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. Due within 30 days of the close of the reporting quarter.
Annually: Provide the INL an End-Year Summary of the last year and an estimate of progress toward reaching the three-year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
