DDG Operations Manager (Ukraine)

About the job

The DDG OM has the primary function of ensuring that the highest technical standards are maintained in HMA and that DDG works in line with local, international and DDG standard operating procedures (SOPs), policies and procedures. The OM will contribute with ideas
and technical input to donor proposals, develop detailed plans for the implementation of activities in close liaison with the national authorities (such as the NMAAs and NMACs), to ensure that operations are adequately staffed with well-qualified personnel, monitor all field activities through regular visits to project sites, and prepare appropriate reports for various audiences.
The DDG OM is based in Severodonetsk, Eastern Ukraine and travels mainly to area where demining teams operate, to Slovyansk and Mariupol, as well as Kyiv where DRC-DDG headquarters is located. As DDG OM, you will be working closely with a Project Manager responsible for EU funded project that combines mine action activities with livelihoods restoration and community development support initiatives.
The DDG OM reports directly to DDG’s Head of Programme (HoP) in country and has a technical line to DDG’s Global Senior Technical Advisor and Global Operations Advisor. When required, a Medical Coordinator will be deploy to the programme for a fixed-term period, during which she/he will also report to the DDG OM.
The roles reporting to this position are Technical Field Advisors, Demining Supervisor, MRE Supervisor, Information Management Officer and DDG Assistant.

Your main duties and responsibilities will be:

Manage, monitor, and supervise the HMA Managers and TFAs, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions and as tasked.
Ensure the highest possible standards of safety and security are maintained in all operations.
Take responsibility for daily management and supervision of all HMA operations.
Plan, monitor and evaluate all aspects of HMA activities.
Ensure that the prioritisation set by the NMAAs, NMACs, and the donors are taken into consideration in the planning and implementation of operational activities.
In coordination with Field Technical Advisor and MEAL Unit, monitor and analyse productivity achieved and recommend methods and practices to enhance productivity, ensuring cost effective operations to be conducted in the programme.
Assist with the delivery of support service functions especially the Supply Chain Manager, in developing plans for liaison with stakeholders and suppliers, in procuring supplies and equipment required, and with meeting the communications and transport needs of the field teams.
Report operational outputs to DDG’s Copenhagen HQ on a monthly basis, based on input from TFA and PMs.
Lead the planning and monitoring of training, and capacity and competence building of national operational employees, with a specific objective of nationalisation of posts where possible.
Assist HMA Managers in regular monitoring and follow-up of presence, performance and development of demining and MRE teams.
Technical supervision and line management of key managerial positions on current DDG projects, in line with DDG SoPs and International Mine Action Standards (IMAS) and in coordination with the DRC HoP and the respective Area Managers in the field.
Manage and monitor the DDG budgets closely and report to CD, the Head of Support Services (HoSS) and DDG PS of any discrepancies.
Support and advice DDG’s HoP and DRC’s CD in country in operational matters and ensure that accreditation of operations is achieved and maintained with authorities.
Support the DDG HoP with strategic planning and implementation of all HMA.
About you

Required

Minimum 5 years’ previous experience in HMA and full understanding of its technical requirements.
IMAS EOD 3 qualifications and previous work experience as an Operations Manager.
Proven management experience gained in a range of settings.
Experience with accreditation to IMAS standard.
Proven record of training national staff and ability to train and mentor national counterparts.
Experience of working in insecure environments.
Diplomatic, patient and persistent.
Fluency in written and spoken English.
Good knowledge of Word and Excel.


Desirable

Previous working experience in affected country, or a context similar to Ukraine.
Knowledge of supply chain systems.
Knowledge of human resource and budget management.
Knowledge of IMSMA, GIS, ArcView.
Understanding of Ukrainian or Russian.
