Senior Police Advisor , Haiti

Location: US Embassy Haiti

We are seeking qualified candidates for a Senior Police Advisor (SPA) position supporting the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs’ (INL) mission at the US Embassy, Haiti. 

The U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs’ (INL) mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens through global cooperation.

Duties and Responsibilities:   

The Senior Police Advisor will serve as an advisory resource for INL officials on specific aspects of planning and implementation of institutional and technical police professionalization programs in Haiti. Other duties include:

Assist in identifying needs, coordinating with partners, and developing program plans with INL and the Embassy on a broad range of law enforcement topics to include but not be limited to: Human Resources (recruitment, personnel management, training strategy and execution); Budgeting/Financial Management; Logistics/Resource Management (including support to units in provincial cities); Organizational Management (internal affairs, public outreach and communications, strategic planning) Operations/Unit Management (leadership and personnel motivation, and public communication strategy); training systems and training academy development; and specific areas of policing (community policing, use of force, police ethics, human rights, and crowd control, and traffic/rural patrol).
Develop procedural manuals, reference materials, training curricula, or other written products to facilitate the development of these capabilities among the police.
Provide technical expertise and mentoring as requested on a wide range of operational, administrative, procedural, and technical matters relative to law enforcement, civilian public security/police operations, and U.S. law-enforcement-related projects. Such topics include but are not limited to: organizational management, standardized procedures, accountability, performance standards and evaluations, and implementation of a “continuous training” program.
Assist in identifying training, equipment, and facility needs for law enforcement agencies; identifying opportunities for partnership; and reporting on opportunities and challenges that could enhance, impact, delay, or otherwise affect implementation of INL projects.
Support INL in developing and maintaining a close working relationship.
Support the INL Director and INL staff in developing and coordinating law enforcement programs for Haiti in concert with other U.S. Government law enforcement and criminal justice programs.
Provide high quality policy analysis and program guidance to the INL Director and officials including through the development, review and recommendation of necessary revisions to policies and processes related to the administration of the police professionalization programs.
Develop an evaluation method for curricula review and effective delivery method for developing or improving law enforcement training standards that improves capacity for basic and specialized training delivery, case management, internal and external communications, human rights standards for police and standard operating procedures.
Organize and participate in meetings, seminars, and exercises to develop projects for implementation in support of police professionalization programming in Haiti and improve overall capacities to effectively modernize existing institutions.
Prepare background materials and reports used by the INL Director in preparing reports, speeches, briefings, and testimony to articulate INL engagement on police reform activities in Haiti.
Accomplish any assigned responsibilities through consultation, collaboration and leadership. The position is highly visible, highly sensitive and one in which the police advisor must continually engage in positive measures of encouragement and “example setting.”

Minimum Qualifications:
MRPT Security Clearance
U.S. citizenship or Third Country National (TCN)
U.S. Citizen shall be in possession of a current U.S. state driver’s license.
TCN shall be in possession of a national identification document that is valid for the full period of prospective deployment.
A bachelor’s degree from an accredited college or university in criminal justice, law, or related field.
At least fifteen (15) years of demonstrated work experience as a full-time law enforcement officer in a full-service, civilian law enforcement entity with overseas experience. Military police experience is viewed favorably but does not count toward experience requirement.
Minimum ten (10) years of experience with demonstrated experience in police management, planning, organizational and policy development; understanding of police principles, concepts, procedures and techniques necessary to execute democratic police functions; monitoring, mentoring and advising police; police training assessment, development and delivery.
Minimum five (5) years of experience in a senior level enforcement management or administrative position which involves Human Resources, Budget/Financial Management, Logistics/Resources Management, or Operations/Unit Management in a capacity which included leading, advising, guiding, regulating performance and policies, and articulating messages and decisions.
Graduation from a state-accredited law enforcement academy or training institution; TCNs must demonstrate graduation from an equivalent law enforcement academy or training institution of their home country.
Must have French language proficiency (Department of State 3/3 level) 
Must have English language proficiency (Depratment of State 3/3 level) 
Superior interpersonal skills and ability to exercise a high degree of professional judgment, diplomacy, and tact at all times in order to build successful relationships with Moroccan partners and the international community.
Possess strong leadership/influencing skills – makes decisions, self-directed, self-confident, positive, good negotiator, able to prioritize personal and team activities.
Experience in strategic planning, policy development and implementation of major agency-level programs.
Ability to gather, review, and analyze information relevant to police reform and make recommendations to senior management on appropriate actions to be taken based on findings.
Being flexible in working under pressure, with limited time frames, and during times of rapidly developing events.
Proficient with basic MS Office computer programs.
Able to organize, analyze, prepare, and present information to a variety of audiences. Exceptional written and oral communication skills, including the ability to articulate information clearly to high-level officials.

Preferred Qualifications
Comfortable working in French at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institute’s defined 3/3 level or Common European Framework for Reference for Language’s B2 or C1 level, Berlitz, or other. Demonstration or proof of language capability required, unless the individual is a native French speaker.
A background in strategic planning, change management, and/or management of police training academies.
At least one year as an international law enforcement advisor providing training, technical advice, and mentoring to law enforcement officers and leadership.
Experience with program design, management, and monitoring and evaluation.
Instructor experience within the field of policing, management or administration.
Experience working or coordinating with U.S. government agencies (e.g., USAID, Justice, State, and/or Defense) as well as familiarity with programs, organization, and operations of other USG elements involved in law enforcement programs.
U.S. law enforcement training academy experience.
Demonstrated experience in public outreach/education; training/project assessors; strategic/tactical planners.
Demonstrated experience in one or more of the following areas:
Internal Investigations

Intelligence
Gang Violence
Road safety/traffic police
Internal affairs/integrity
Human resource management
Leadership, motivation, and career management
Use of force
Community policing and strategy related to citizen engagement
Communication/public affairs
