Job Responsibilities
Working to the Somalia Programme Manager, the PSSM Project Manager will manage the PSSM portfolio on the HALO Somalia Programme. The Project Manager will also provide assistance as necessary in the management of other HALO operations, including demining, WAD, and MRE.
The Project Manager’s duties will include the following:
PSSM
Planning and managing the delivery of armoury risk assessments, construction/rehabilitation projects, and training to PSSM staff on the current PSSM grants.
Preparing and drafting contracts to sub-contractors for construction/rehabilitation projects.
Managing the procurement, supply levels, and movements of associated PSSM equipment.
Coordination with global PSSM specialists to facilitate training and evaluation visits.
Liaising with federal and state level national authorities to develop projects in line with national priorities.
Liaison with the US embassy to follow US procedures for grant management.
Tracking and forecasting grant budgets in coordination with the Finance Manager.
Provide quality assurance, monitoring and evaluation, and general oversight of the PSSM construction and training activities through field visits to project locations.
Development and management of new project concepts for PSSM at a national and regional level, in conjunction with the Somalia Programme Manager
General
Mentoring and developing HQ and field staff in order to capacity develop national operational capabilities.
Coordinating with the Operations Manager to facilitate clearance, MRE, and WAD activities, and provide co-ordination to PSSM teams in field locations.
Assisting the programme develop robust security SOPs for the South Central office locations.
Improving HALOs liaison and networking with partners and other INGOs operating in Somalia in the wider humanitarian sector.
Providing remote management functions (QA/QC) of operations in South Central Somalia.
Being prepared to provide assistance to management team: with training courses, covering colleagues’ absences, or other as directed by the Somalia Programme Manager
Other
Responsibilities - the PSSM Project Manager will directly supervise the PSSM Officers, the Construction Manager, and PSSM support staff.
Reporting - the role holder will report to the Somalia Programme Manager, and the Deputy-Head of Region in the UK for matters requiring urgent consideration by HALO HQ.
Place of work - Mogadishu, Somalia with travel to field locations and wider if required.
Training – this role will be taken over from the current PSSM Project Manager, who will provide training.
Requirements
Essential Qualities / Experience / Qualifications
International project management experience
This role requires an individual with solid background in project management, particularly in complex, challenging, or non-permissive environments. Given the political and security context, the successful candidate will have to navigate fragile or absent institutions, and a complex legal and political milieu.
Experience in line management
This role will directly oversee a number of national staff teams and managers. As such, the successful candidate will require experience of line-management, including the development of personnel capacity.
Experience with firearms and weapons management
This role requires someone with a solid background in, and knowledge of, weapon security and safety. The successful candidate will not require direct military or law-enforcement experience, but should have professional experience related to firearms. This role will require delivering training directly to host nation security forces, and so high-standards of knowledge and conduct are required.
Desirable Qualities / Experience / Qualifications
Proficient knowledge and application of International Ammunition Technical Guidelines
Previous experience working alongside host-nation military / police
This role requires working closely with, and delivering training to, host-nation security forces. As such, the ideal candidate would be comfortable delivering training to large groups, on complex subjects, in a non-native language/through a translator.
Construction Experience
This role will require oversight of construction activities, and QA of armoury construction. Although training will be provided on the expected standards, familiarity with construction concepts will be an aid to the successful candidates’ ability to oversee activities.
Weapons Marking Experience
Candidates who have carried out weapons marking projects, or are familiar with the standards of weapons marking, are preferred. This would include civilian, military, and law-enforcement related experience.
