Summary:
HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along three main pillars:
1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
3. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
DESCRIPTION DE POSTE :
Under the line management of the Area Coordinator – North-East, and the functional management of the country-level Security, Context and Access Advisor, he/she will be in charge of:
• Ensuring regular follow-up and analysis of the political, military and security context and trends in his area of responsibility
• Preparing and supporting in the update relevant security documents and ensuring the implementation of security procedures;
• Providing specific briefings and trainings to international and national staff in the North-East
• Supporting the Area Coordinator in the negotiations to obtain access and the organisation of assessment visits in security-sensitive areas.
• Maintaining / expanding HI’s network of security, context and access contacts, among local NGOs, international NGOs, local authorities and other relevant entities.
• Supporting the Area Coordinator in the management of security incidents
• Building the capacity of the national team in charge of access
• Replacing the Area Coordinator for security management during their absences (in case of need).

PROFIL ATTENDU :
QUALIFICATIONS:
• A Bachelor or Master's degree in Political Sciences, International Relations, Security Management. Middle Eastern Studies, Humanitarian Assistance or another relevant subject, is mandatory.
EXPERIENCE:
• At least 3 years of professional experience in field base management, security management and/or context analysis in conflict contexts, preferably with humanitarian INGOs
• At least 1 year of professional experience in a contemporary conflict context in the Arab world (Syria, Iraq, Yemen and/or Libya).
• Additional professional years in project, program and/or base management in different humanitarian settings and different intervention sectors are a strong asset
• Proven experience in producing quality reports and documents, including maps
• Experience in providing professional briefings and trainings is a strong asset
SKILLS:
• Languages: knowledge of English (oral and written) is mandatory; Knowledge of Arabic or Kurdish is a very strong asset.
• Capacity building and training skills
• MS Office
• Knowledge of context and security online sources
• Manage mapping software (QGIS)
PERSONAL QUALITIES:
• Sound understanding of the main political, social, and cultural aspects of the context
• Strong IT skills, including the use of different communication devices
• Effective communication, analytical and problem solving skills
• Strong interpersonal and intercultural skills
• Ability to work in a multicultural environment and in a multidisciplinary teamwork.
• Ability to work under high pressure, in a flexible way, with a great level of autonomy
LANGUE(S) DE TRAVAIL :

• Salary starting from 2750 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: 522,40 € (net)
• Hardship allowance: 250 € (net)
• Insurances: medical hearth coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R : 5 days every 3 months
• Status: unaccompanied position
• Housing: collective housing fully covered by HI
