The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient and effective conduct of the programmes and activities of the United Nations System.

This position is located in the Strategic Planning and Policy Service (SPPS). The Chief of Policy reports directly to the Chief of SPPS, and works closely with the USG, ASG and the Inter-Agency Security Management Network (IASMN). The Chief Policy assumes the role of Officer-in-Charge of SPPS as required

Responsibilities

Within delegated authority, the Chief Policy will be responsible for the following:

• Provides strategic security management policy advice to the Chief of SPPS, the USG and ASG of DSS, and other United Nations Security Management System (UNSMS) senior security professionals, including within the Agencies, Funds and Programmes, both at Headquarters (HQ) and in the field, on conceptual strategic and policy issues. Interprets security management policies, rules and procedures for senior officials of the UNSMS.
• Develop and monitor key performance indicators to support strategic planning and act as Focal Point for coordinating and providing advice in relation to Enterprise Risk Management. Plans, manages, and oversees the work programme undertaken on policy, ensuring that programmed activities are carried out in a timely fashion and aligned to the vision and strategic goals and mandate of DSS. Determines priorities and allocates resources.
• Represents the Department at inter-agency and intergovernmental meetings on security management and policy issues. Leads the preparation of talking points for the USG, ASG and Chief SPPS for meetings external to the Department.
• Leads, oversees and contributes to the preparation of all Departmental reports to external bodies on substantive issues, including input to position papers and reports for presentation to intergovernmental bodies, the General Assembly, High Level Committee on Management (HLCM), the IASMN, and other policymaking organs. Leads research into general topics related to safety and security. Arranges and coordinates DSS participation in high level coordinating bodies and working groups and manages communication on behalf of the Department with all UNSMS stakeholders including Member States and other external interlocutors.
• Organizes and leads the secretariat of the IASMN. Plans and organizes IASMN Plenary and Steering Group meetings, and regular video conferences, including logistic and administrative arrangements and the drafting, reviewing and finalization of conference papers, meeting minutes and reports.
• Oversees the development of a consistent and standardized governance framework of policies and guidelines for the UNSMS and UNDSS ensuring that outputs maintain high quality standards, and are legally sound through close collaboration with the Office of Legal Affairs (OLA). Manages the development and maintenance of a policy library for the UNSMS.
• Support the understanding and implementation of policies. Determines security policy gaps for the UNSMS and recommends the development of relevant guidance to address these gaps; plans and oversees the development of the requisite policies and guidelines for the UNSMS; coordinates the work carried out in this regard; and, provides programmatic and substantive reviews of drafts prepared by others.
• Carries out programmatic and administrative tasks
• Recruits staff for the Unit taking due account of geographical and gender balance and other institutional values; and interviews and evaluates candidates for job openings.
• Manages, guides, develops and trains staff under his/her supervision. Fosters teamwork and communication among staff in the Unit and across organizational boundaries. Assigns performance parameters and indicators and evaluates staff performance (PAS).
• Performs the tasks of Acting Chief of SPPS in the absence of the Chief.
• Perform other tasks as required.

Education

Advanced university degree (Master's degree or equivalent) in international relations, political affairs/sciences, management, law, or strategic/military studies. A first-level university degree in these areas in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 10 years of progressively responsible experience at professional level in policy development; security management; political or security analysis; strategy development; programme development/management; or, related area. Please explain below how your experience meet this criterion.

Languages

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• While this temporary job opening may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
