Job Description

Selected personnel are on standby to deploy to a crisis within 48hours. Personnel may deploy to new areas of operation or lend support toInternational Medical Corps teams already on the ground. International MedicalCorps maintains a roster of volunteers and staff who have completed pre-deploymentpaperwork, orientation and training. The roster is updated on a regular basis.Through thisexpression of interest, applicants maintain professional profiles withInternational Medical Corps so that information is complete and readily availablefor an emergency response deployment.
Job Purpose
This position will support International Medical Corp emergencyresponse delivering outpatient clinical care to disaster effected populations.
The primary responsibility of the Security Manager is to provide assistance to the Emergency ResponseTeam on all issues of safety and security as they relate to staff and programsin the country in which they work. The Security Manager oversees daily securitymanagement and manages National Security staff or contractors as well as trainsand mentors Security Focal Points. TheSecurity Manager will monitor and assess security conditions, and makesrecommendations as appropriate.

Roster members will only be contactedwhen there is an emergency response need for which the responder is qualifiedfor. This position will not be compensated unless responders are deployed to anemergency response.

Main Responsibilities

Security Management
Develop and update the security guidelines,SOP’s and Contingency Plans for the mission
Coordinate and monitor security activities toensure that safety and security policies and procedures are implemented
Ensure that all field staff are fullycognizant of prevailing security threats and fully advised on means to reducestaff vulnerability to those threats
Design and drill warning systems, emergencyradio networks, and provisioning of emergency supplies for field personnel
Ensure internal incident tracking system isutilized properly and perform incident mapping and analysis
Collect security related information fromlocal and regional resources as it applies to IMC sites and communicate with leadershipas appropriate
Monitor the security preparedness of staff andvolunteers and work with deployed team members to enforce compliance withinternal security policies and SOPs
When directed by supervisor, carry out investigationsand capture lessons learned to be incorporated into future staff trainings
Act as a key member of the Team when requiredduring a crisis so that safety policies and procedures are implemented
Ensure logistics follows a servicing andmaintenance schedule for vehicles
Audit communications equipment and facilitatescommunications-related assistance when necessary
Recommend changes in mission security plans asneeded
Ensure induction security briefings areconducted to all arriving staff, visitors or volunteers


Compliance
Ensure weekly security reports are completedand sent to headquarters, providing timely updates of all situational andsecurity developments including investigation of security incidents
Conduct and submit Security Risk Assessmentsof programs, as required.
Conduct, fill out, and submit full Site Security Surveys of everysite visited.
Conduct, fill out and submit Trip Reports of all fielddeployments.
Keep excellent records and logs to ensurecontinuity of this position


Representation
Attend security coordination meetings andupdates CD on current security issues
Contribute to the creation of a positive imageand overall credibility of the organization, notably through the application ofthe organizations Code of Conduct, ethics, values and stand-point with regardto internal and external actors.

Qualifications:
At least five (5) years of field security experience in complex and unstable environments
Previous experience working in NGOs
Emergency response experience
Competency
Ability to relate to and motivate nationalstaff effectively
Creativity and the ability to work with limitedresources
Extremely flexible with the ability to copewith stressful situations and frustrations
Excellent decision making skills
Must work independently under difficultconditions
Excellent decision making skills
Advance First Aid training
Ability to exercise sound judgment and makedecisions independently
Fluency in English both written and oral

In addition to the responsibilities referenced above, candidatescan expect to be living and working in austere conditions. Lifting moderatelyheavy objects from the ground, carrying a backpack for extended periods oftime, and walking or hiking in remote locations may be necessary to performthese functions.
