Responsibilities and tasks

The tasks of the Consultant is to prepare for and support internal security arrangements, from the initial delivery of raw material to the building to its departure to customer as finished print order; from the initial background check of newly hired staff to its training and monitoring; and from internal circulation during every day operation to emergency protocols when things go wrong.

The following is a checklist of items to be considered. It is not meant to be complete, and items may be added or taken off the list if they are covered elsewhere.

The Consultant contributes:

Written instructions, protocols, operating procedures and / or manuals as needed to communicate security information to staff and management; Power Point Presentations, handouts and other material used in training; survey forms and check lists for monitoring and evaluation;

Design information communicated through maps, plans and illustrations; and suggestions for equipment including technical specifications where appropriate;

Training in Kabul of staff, including Training of Trainers

Monitoring and Backstopping of security implementation through mid-2020

Deliverables

Consultant will design his tasks taking into account a time budget of 45 days. Tasks will be phased and payment will be made following each phase.


Inception Phase: The Consultant uses the Inception Phase to familiarize him/herself with the scope of the task and to prepare an implementation proposal, reviewed and agreed to with AHSP and the GIZ Project. The expected duration for the phase is 4 weeks. The Inception Report prioritizes the work and allocates workdays between the three following phases.


Implementation Phase 1: The work includes draft instructions, protocols, operating procedures, designs, maps, and plans. The work is provided in a report after 2 months, for review, comment, and agreement by AHSP / GIZ.


Implementation Phase 2: The work finalizes the work of Implementation Phase 1, prepares training material and implements training. The training material is provided in a form that allows its continued future use by AHSP staff. The expected duration of the phase is 2 months.


Monitoring and Backstopping: Consultant monitors, backstops and quality controls security measures. A final report summarizes findings regarding quality and sustainability of security systems in place and makes recommendations regarding improvements if necessary. The report is due one month before the term of the project, i.e. by end of May 2020.

Qualifications

The expert is chosen on the basis of relevance, feasibility, effectiveness and sustainability to the outlined intervention. The tender will be evaluated against the following criteria:

· 10 years of experience in a security company or police career (senior service)

· proven experience in building protection

· strong conceptual skills specifically in the area of defining and fine tuning of security processes

· experience in vulnerability analysis of security processes

· experience in the high security print sector is an asset

· experience in coaching and educating staff

· experience in working in fragile countries/contexts – preferably experience working in the security sector in Afghanistan

· experience in cooperation with international development organisations is an asset

· experience in working together with governmental organisations

· verbal and written communications skills as required for the development of training materials, manuals, memoranda, presentation material, and Standard Operating Procedures

· fluent in English. Dari and/or Pashtu is an asset
