SUMMARY:

Shall advise and train the AAF on the proper management of all medical equipment and consumables and shall assist with the identification and resolution of medical facility issues across the AAF.  Shall train, mentor and manage the Afghan Medical Logistics Specialist (AMLS) to a working level knowledge of multi-functional, end-to-end logistics and a wide range of processes IAW a training curriculum.  Shall have knowledge and experience with US Army medical equipment ordering and storage and shall advise and train the AAF on these topics as appropriate, and IAW established AAF processes. Where AAF processes do not exist, the contractor shall assist the AAF in developing the required processes upon direction of the USG. The contractor shall also make recommendations and assist the AAF
in improving existing AAF processes to advance AAF medical logistics practices.  Shall provide technical advice to TAAC-Air and AAF staff elements concerning all aspects of information processing system operations, network operations, commodities, and logistical support; to include, but not limited to: software programs, and program editing, debugging, and associated functions pertaining to multi-functional/multi-user information processing systems. Provide Data Base Management and cataloging expertise for maintaining CoreIMS and training of AAF CoreIMS users and administrators.  Shall provide formal training on Automated Information Management tools, such as the CoreIMS modules. Train, mentor, and manage user level automated information management processes and procedures IAW training curriculum. Conduct familiarization and other training on CoreIMS for the AAF, Coalition and other approved individuals as required.  shall plan and conduct technical inspections. Coordinate with the AAF on the development of Information Systems Plans (ISP) and Information Management Plans (IMPs) so that the automated system for Supply Chain Distribution will properly interface with the Information Management Master Plan (IMMP).  Shall operate primarily from Forward Operating Base (FOB) Oquab, attached to Hamid Karzai International Airport (HKIA) in Kabul. However, the contractor may be required to complete temporary duty assignments to other AAF locations.

QUALIFICATIONS:

Minimum 8 years’ experience in Military inventory/supply/logistics
Documented experience with the Core-Inventory Management System (IMS) software.
Knowledge and experience with US Army medical equipment ordering and storage including cold chain storage of immunizations
Must be a US Citizen
Must be able to pass CENTCOM medical, dental and other CRC-related deployment requirements from CRC at Ft. Bliss, TX. 
Must continue to maintain CENTCOM Mod 13 and other deployment-related requirements for the Afghanistan theater of operations   
Must be able to receive and maintain a current/active Afghanistan visa
Must be in possession of and maintain an appropriate-level current/active security clearance with eligibility to receive/maintain a NATO clearance for the duration of the deployment     
Must be willing to work and live in austere and hostile environments in Afghanistan, and understanding of the possibility to be further assigned to any location in Afghanistan, as allowed by the contract
Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment, as required.  Force protection will be provided by authorized sources.
Must have the demonstrated ability to communicate in English, both orally and in writing
Must comply with all theater command policies, regulations, and General Orders

DESIRED:

10 years’ experience in the Military inventory/supply/logistics
Bachelor’s degree
Previous OCONUS experience (Prefer Afghanistan or Iraq)
Experience in Military BN/BDE staff. Understand MDMP concept
Understand ROE (Rules of Engagement)
The ability to obtain and maintain a Secret and NATO security clearance.
