The Role

Purpose
As a Operational Security Manager (OSM), the successful candidate will work in the exciting, fast-paced business of Unconventionals, a key resource play for Shell. The Argentina Asset is Shell’s key resource play outside North America in the Unconventional Resources business.
Shell also has offshore projects, NOV's and opportunities across the country. The Operational Security Manager (OSM) will be instrumental in supporting the Upstream Unconventionals business, other growth opportunities in the Argentina region, and for advising a wide range of stakeholders (senior business leaders, HSSE focal points and contractors) in all security matters across the Argentina region. An in-depth understanding of technical and physical security measures is required as well as established links to wider industry and regulatory organisations.

The OSM for Neuquén is responsible for all Shell security matters Argentina. The role will report to the Safety and Environment Manager Argentina and have strong dotted line support and functional management from the Southern Cone LatAm Cluster Security Manager (CSM). The job will be based in Neuquén, Argentina.

Accountabilities
In liaison with internal stakeholders and external sources such as government agencies, identify, quantify and assess security threats to Shell’s business footprint across the region to deliver proactive actionable advice on security risk treatment
Integrate enterprise-level applications and technical security solutions, including remote monitoring and command and control, into well thought out security plans in-step with the ‘digitalization’ of the Upstream business operations
Develop and maintain security information networks consisting of relevant government agencies, as well as private sector sources across the Oil and Gas industry, and other entities in Neuquén
Work closely with the Southern Cone LatAm Cluster Security Manager (CSM), Business leaders, Site Management and Real Estate Asset Protection to provide assurance that there is a consistent, common, and adequate approach to security delivery, governance and assurance
Ensure compliance and implementation of the Shell Group Security Standards and security specifications across Shell operated entities and influence any business partners in the region
Ensure that appropriate risk mitigation measures are in place to reduce Shell’s exposure to security risks to ‘As Low as Reasonably Practicable’ (ALARP) and that fit-for-purpose security policies, plans and procedures are implemented; particularly for fence-line community and non-governmental organization led protest activity, transport security, and other emerging risks as identified
Effectively manage/support Shell’s response to any security related incident
Deliver appropriate security measures to any emergency or crisis response event, ensuring HSSE incident and emergency response plans are in place. Participate in Crisis Management Team(s) per the relevant Crisis Manuals
Ensure that security activities comply with international and individual country laws, Shell General Business Principles (SGBP), and the Voluntary Principles on Security and Human Rights in the Extractive Sector (VPSHR)
Liaise closely with other Shell functions for integrated support to the business (e.g. Government Relations, External Relations, IT, etc.)
Represent Shell’s security interests in operated projects and non-operated JVs/projects as a Technical Authority (TA3) for security
Manage local security spend and monitoring site security.
Manage security contracts employing contract management plans and Key Performance Indicators; establish a continuous improvement mindset
Manage the documentary control and access control contract and procedures. Develop KPIs and implement improvements as required.
Ensure agreed actions from SRAs are completed for all Shell-operated infrastructures; establish and implement good security plans for all sites and activities. Maintain updated the Facility Security Plan.
Providing the CSM with a preliminary assessment of local level Security Threats.
Provide the CSM with preliminary local security operating level (SOL) changes and managing SOL changes.
Maintain the Site Security Register.
Support the business through various improvement initiatives that will guide the team to achieve Goal Zero performance.


Requirements
Must have:
High-caliber security professional with relevant experience
Bachelor Degree or equivalent from and accredited university
The ability to network, establish and maintain relevant external stakeholders (government, law enforcement agencies etc.) in the Neuquén region
A good understanding of the range of security threats Shell would face in Neuquén and the country.
In-depth understanding and experience of physical security principles and their impact on the mitigation of threats against people, assets and information
Good understanding of security industry developments and the use of enterprise security systems and technical security system integrations
Fluency in Spanish and English languages is required
Good experience of stakeholder management across differing business / functional lines
Good communication skills – both written and verbal – to build credibility with senior stakeholders, and develop and maintain a credible security network
Proven track record of implementing and managing functional initiatives across various business groups and stakeholders.
At least 5 years in similar roles in the security skill pool.

Experience implementing and overseeing remote security operations centers
