We are looking for a consultant in order to ensure a proper risk analysis, set-up of security frameworks and tools and protocols, as well as proper dissemination and appropriation of tools and protocols within the Program.
General Objective Of Consultancy:
To define resources & set-up required for security management;
To participate in assessments in potential new areas of intervention;
To ensure risk analysis in the different planned areas of intervention;
To formalize the Security framework (Security plan, tools and protocols) while ensuring its proper understanding, appropriation and implementation by the program;
Objective 1: Contributes to the country strategies in line with the global strategies
Objective 2: Operational security management
Develop an effective and efficient security related information collection.
Objective 3: Training
Assess risk behaviour from staff, -Provides training toward persons who have security responsibilities;
Expected Deliverables
Security Watch Framework (system, protocols, tools, contact lists)
Context Scenarios & Mitigation measures
Security System (protocols, documents, tools)
Training Package
Consultancy Report, including assessment results and recommendations for short-, mid- and long-term development. The exact details of the report will be agreed with the consultant upon contracting
Required Profile:
Proven experience of developing and implementing security plans and analysis tools
Proven experience of working in conflict-affected areas and of associated risks to personal and organizational security
Ability to work under pressure and in response to changing needs
Proven experience in producing of quality reports and documents, including maps’
Experience in providing professional briefings and trainings
Good written and spoken language is essential
Deep knowledge of the region and the context
Commitment to NGO code of conduct
