Overview of position
Security Sector reform (SSR) in Somalia over recent years has been a key Peacebuilding and State- building Goal (PSG), initially within the New Deal Somali Compact, delivered through the PSG 2 Security Working Group, and more recently as part of the Comprehensive Approach to Security (CAS) Strand 2 and the National Development Plan (NDP) Pillars 2 (Security) and 3 (Justice). The NDP was adopted in December 2016, and in April 2017 the Federal Government of Somalia (FGS) and Federal Member States (FMS) signed a National Security Architecture Agreement (NSArch), thereby signifying important progress in defining SSR at FGS and FMS levels. This was followed in May 2017 by International Partners agreeing a Security Pact with the FGS at the London Conference on Somalia that outlines how all parties will move forward with SSR based on the acceptance of mutual accountability. More recently the FGS has developed a series of cross-government Roadmaps to advance the CAS and NDP process, with a Security & Justice Roadmap a key document in supporting the wider Transition process between International Partners, particularly AMISOM, and the FGS and FMS security institutions
Our client's Integrated SSR (I-SSR) Section was formed in 2017 to ensure a One UN approach to SSR by ensuring each element can maximize its comparative advantage in pursuit of the FGS and FMS being able to deliver acceptable, appropriate, accountable and able security institutions. Within Somalia
Security Sector Governance (SSG) contributes to SSR through the Joint Security Sector Governance Programme (JSSGP). The main goal of the JSSGP is to support the FGS and the FMS security institutions to function more effectively, to improve peace, security and safety, enhance political and civilian oversight, and the rule of law for Somalis. The SSGP further reflects the UN and International Partner’s programmatic support to SSG and reform that promotes and enhances democratic oversight and accountability within the Somali security sector.
The programme supports both the FGS and FMS offering a country-wide engagement that emphasises the importance of a whole of sector and people centric approach to security. The programme works primarily with the government institutions, and the FGS and FMS parliamentary committees responsible for overseeing the security sector, but will also ensure civil society participation, thus anchoring this programme to the wider governance, democratization and state-building context in order to ensure sustainability and effectiveness.
Within the I-SSR Section, the Training Specialist Security Sector Governance will work to our client's SSR Advisor and engage in key Security Sector Governance Training activities, centred on implementation of the JSSGP.
Role objectives
The focus for the Training Specialist Security Sector Governance will be on institutional development and capacity building of named institutions, with an emphasis on training. The tasks shall be provided under the supervision of the SSR Advisor.
• Facilitates, trains, advises and assists in the institutional reform and capacity building institutions of key security sector governance institutions, specifically the FGS Ministry of Internal Security and Ministry of Defence, the National Security Office, the FMS Ministries of Security at Jubaland, South West, Galmudug, Hirshabelle and Puntland. This will include support to the design and delivery of skills building and training, workshops, seminars and related activities.
• Assists the Federal Parliament of Somalia Security and Defence Committees. This will include support to the design and delivery of skills building workshops, seminars and related activities.
• Assist with the training and mentoring of FGS and FMS key security sector governance institutions, with the goal of increasing the professional staff capacity to exercise oversight, deliver security services in an effective, gender-responsive and rights-based manner and coordinate the federal approach to security in accordance with their mandates.
• Assists key security sector governance institutions in mainstreaming gender and human rights, PCVE and implementing the Women, Peace and Security agenda across the security sector.

Key competencies
• At least 5 years’ experience in Security Sector reforms
• At least 5 years’ experience in developing training modules in gender, human rights, legal issues.
• Strong background in working with institutional development issues, preferably in crisis/recovery country context.
• Proven advocacy and strategic engagement with senior functionaries in the government. Technical experience in preparing robust M&E for training to document transformational change. Previous work experience in Somalia would be an asset.
Competencies
• Strong ability to analyze and synthesize information from different sources, and to draw from it key themes and issues;
• Excellent communication skills (written and spoken English); good presentation skills (good public speaker);
• Excellent interpersonal skills and the ability to communicate with policy makers and technocrats. Experience of working collaboratively as part of a team.
• Ability to work under pressure in a stressful environment and adapt to a rapidly changing, challenging and highly fluid environment as well as flexibility.
• Managerial competencies.
• Experienced in structuring and delivering training programmes; Good working knowledge of the UN System and mandates.
