We are presently identifying candidates for a Tactical Operations Advisor to work with International Narcotics and Law Enforcement (INL) in San Salvador, El Salvador on the Central America Regional Security Initiative (CARSI) contract. This opening is in response to the Government taking efforts to consolidate positions in Latin and Central America to one source.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This Initiative will focus on a series of Policing, Specialty, IT, and Administrative roles. Requirements and Skill Qualifications for the Tactical Operations Advisor are as follows:
Required—
Secret Clearance
U.S. Citizen.
Bachelor’s Degree from an accredited institution in international affairs, police science, or other related field.
FSI level 3/3/ Spanish, level 4/4/ English
Fifteen (15) years of demonstrated relevant experience to include:
Demonstrated supervisory/management experience at a precinct or equivalent law enforcement or military entity;
Demonstrated experience in law enforcement in Mexico, Central, or South America;
Demonstrated experience in managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
Demonstrated successful communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
Demonstrated experience involving tactical training of police units.
Physically able to work and travel in the region full time, including to remote/rural areas.
Demonstrated knowledge and work experience to synthesize high-level strategic concepts with detailed real-world examples to effectively illustrate the objectives and progress of a project.
Demonstrated knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
Demonstrated successful work experience in communication and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to foreign assistance work.
Demonstrated successful communication, social, and interpersonal skills.
Demonstrate proficiency in MS Word, Excel, Access, PowerPoint.
Demonstrated ability to work under time pressure, in a high-tempo environment; demonstrated flexibility, adaptability, and willingness to support INL activities.
Demonstrated knowledge of U.S. Government operational and programmatic issues.
Demonstrated ability to exercise sound judgment in identifying priority issues from information received.
Demonstrated ability to synthesize information and draft memos and advisory opinions clearly, succinctly and quickly.

Ten (10) years of law enforcement experience in the development and implementation of antidrug programs or tactical programs and knowledge of US Government security assistance programs for Latin-America.
Demonstrated experience with program design reports, including monitoring reports and evaluation reports.
Demonstrated experience training/working with the Colombian National Police.
Demonstrated experience in the planning, organization and deployment of Law Enforcement joint task forces in order to combine and coordinate all efforts for each joint operation with Salvadoran National Police, Coast Guard, Navy, Marines, Air Force and JIATF-S, SOUTHCOM to interdict in air, land and sea all complex investigations of transnational organized crime groups
Responsibilities—
This position requires a work plan.
This position is located in San Salvador, El Salvador. Travel within El Salvador and some international location is required.
Works most closely with the US Embassy INL/El Salvador Director, Contracting Officer (CO), and Contracting Officer’s Representative (COR).
Maintains open, timely, and effective communications with the INL/El Salvador Team Leader and, as appropriate, with the INL/WHP Director and Deputy Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
Advises INL on the full range of enforcement issues, programming, and training evaluation to strengthen the El Salvadoran National Civilian Police (PNC) and their ability to fight drug trafficking and gang violence.
Assists INL to work with El Salvador narcotics land, maritime and borders operations to protect and reduce drug trafficking and gang activity, specifically with the Grupo Conjunto Cuscatlan (GCC), a maritime interdiction unit.
Assists INL to assist the PNC’s national tactical force, currently the Special Tactical Police Unit (UTEP), to train and improve its ability to conduct tactical operations in support of PNC objectives.
Provides technical law enforcement/antinarcotic expertise, tactical expertise, and technical assistance and training on behalf of INL in support of host-nation efforts to improve investigation, apprehension, and prosecution of narcotics and organized crimes.
Assesses and analyzes the organizational and operational capacities of the Grupo Conjunto Cuscatlán, including its working relationships with the U.S. Naval interdiction teams, and other related task forces from neighboring countries.
Assesses and analyzes the organizational and operational capacities of the Special Tactical Police Unit, including its working relationships with the El Salvadoran military special operations teams, and other related task forces from neighboring countries.
Assists INL in the development of a plan of assistance that will promote effective policing practices for these and other similar units as necessary.
Fosters collaborative partnerships among the PNC and Naval agencies, PNC and military units, citizens and organizations to develop solutions and increase trust with the police.
Assists INL in the initiation and coordination of neighborhood crime watch interdiction programs.
Assist INL and the PNC to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction.
Assesses the training needs of the PNC and propose training options for improving the tactics, techniques, interdiction methods, and procedures of host nation antinarcotics sector agencies and PNC tactical forces.
Assists INL to ensure INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
Assists INL with the procurement of technical services, training, and commodities, and the monitoring of procurement actions, including drafting source-origin waivers, solicitations, statements of work, and performance specifications.
Attends meetings with U.S. and host government officials as requested, including regional working group meetings.
Provides the following reports as deliverables:
Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
Quarterly: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. Due within 30 days of the close of the reporting quarter.
Annually: Provide the INL an End Year Summary of the last year and an estimate of progress toward reaching the three year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
